ORGANIZATIONAL CONTEXT

These jobs are likely to be found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs). In the field, job holders report to the Head of Field Office or Head of Logistics or the designate. In RBs and HQ, job holders report to a more senior Logistics Officer. Job holders operate with a high degree of independence, manage more junior staff to ensure that logistics operations and project objectives are achieved in full. Job holders are heavily involved in day–to-day activities and analytical work, and are likely to focus on one specific area of logistics (i.e. budget preparation and management, commodity and warehouse management, supply chain, fleet and workshop management, port operation management, logistics cluster and information management) or manage teams within logistics operations to ensure supply chain strategies are implemented.

JOB PURPOSE

The World Food Programme (WFP) has been approached by the United Nations Development Fund (UNDP) for supply chain collaboration in Angola. Under the auspices of GFTAM grant, UNDP is implementing the last mile delivery of health supplies in three (3) of the eighteen (18) regions of the Republic of Angola. UNDP identified WFP as a supply chain partner for a role of 4PL and requested provision of warehousing, transport, and Last Mile Distribution (LMD) of pharmaceuticals (dry and cold chain) and other health supplies purchased by UNDP with Global Fund funding to over 500 health facilities in Benguela, Cuanza Sul and Luanda.
Following the Covid-19 pandemic that has also impacted the Republic of Angola, this collaboration will also involve delivery of Covid-19 related items to SDPs in the Luanda municipalities mainly but also in other provinces as per needs.
This is a high-profile operation and in line with key global initiatives such as ’The Grand Bargain’, ’Delivering as One’ and the ’SDG 17 Partnership for the Goals’.

PROJECT OBJECTIVES:
Objectives of WFP Logistics Service Provision to the Global Fund’s financed Health Supply Chain in Angola include ‘in country’ storage and transport/deliveries management for TB, HIV, Malaria and Covid-19 medicines and other health commodities with all responsibilities as agreed with UNDP and the Global Fund:
1. Reception and Storage of TB, HIV, Malaria medicines and other related Covid commodities at a warehouse managed by WFP located in Benguela (all commodities) and Luanda (only for covid commodities).
2. Last Mile deliveries (including loading and unloading) of medicines and health supplies to over 500 health facilities in Benguela and Cuanza Sul provinces.
3. Data/information management – setting up and implementing an online data tracking system to enable all parties involved in the operation have a visibility of product movements at every step.
4. Documentation management.

KEY ACCOUNTABILITIES (not all-inclusive)

This is a very critical position under the Angola LMD project with direct reporting line to the Project Manager. The Supply Chain Officer will coordinate operational/logistics aspects of the UNDP/ Global Fund’s ‘in-Country’ Health Supply Chain – pharmaceutical products for the Malaria, TB, HIV Programmes and Covid-19 commodities in Benguela, Cuanza Sul and Luanda Provinces, to assure the implementation and monitoring of deliveries of medicines and other health products for the programmes to final destinations through collaboration with key project stakeholders including the UNDP and the Provincial Health Authorities. To assure results in an effective, efficient and coherent CONOPS and SOPs, and also other duties related to relevant functions, the successful candidate will be expected to perform the following:

• Contribute towards the development of the project’s operational/logistics plans and processes ensuring compliance with wider logistics policies and WFP standards.
• Assess all other risks associated to ‘in country’ health supply chain management and propose optimal risk mitigation mechanisms.
• Participating in the implementation of the supply chain coordination "upstream" and "downstream".
• Ensure continuous and direct support to the project team (CO/field level) as required in order to ensure success of the UNDP/Global Fund’s ‘in-Country’ Health Supply Chain management, particularly in delivery/ distribution operations.
• Contribute directly and indirectly to the coordination of the UNDP/Global Fund’s ‘in-Country’ Health Supply Chain logistics activities following standard processes for effective management of Global Fund’s ‘in country’ supply chain.
• Collect and analyze data through research and networking with the field teams, cooperating partners, WFP Field Offices, as well as WFP Angola Office to recommend actions to the operational team to improve performance of the UNDP/Global Fund’s ‘in country’ supply chain management.
• Conduct regular project operation (transport) financial analysis and budget reviews, drawing out insights and recommending actions to the operations team to optimize use of available funds.
• Coordinate consolidation and preparation of transport/distribution planning and the management of related logistics aspects, including assessing transport readiness for deliveries from the logistics bases to municipalities in each province and from municipalities to service delivery points - SDPs (ensure that contracts are in place), loading and discharging operations, warehouse/storage capacity at the delivery destinations and any relevant operational/logistics related services including organizing convoying if necessary.
• Contribute to the project by providing technical support and guidance to the operations/logistics team and particularly to the field/municipality level teams, including cooperating partners if any to be used.
• Collate data and contribute to preparation of accurate and timely reporting on project’s operational activities that enables consistency of information presented to stakeholders.
• Coordinate with WFP transport contractors and Cooperating Partners (if any to be used), the teams on the ground as well as with the operations team at the Benguela and Luanda hubs on all transport/delivery/distribution related activities to ensure an integrated approach to the operation.
• Participate in review of internal processes and procedures of the operation and identify ways to increase the day-to-day efficiencies.
• Any other activities as required by WFP Project Manager.

FUNCTIONAL CAPABILITIES

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Typically, 3-5 years or more of postgraduate progressively responsible professional experience in a relevant field of work, with a background and interest in international humanitarian development.
• Experience maintaining corporate systems and running queries on ongoing shipments, pipeline information, insurance claims, and NFI stock.
• Experience in warehouse operations.
• Experience in WFP Logistics Service Provision to third parties.
• Experience in data reporting.
• Experience supervising professional staff.
• Excellent communication and data presentation skills;
• Excellent written and analytical skills;
• Experience in working in insecure and difficult environments.
• Experience working with interagency partners to coordinate emergency/non-emergency operation.

• Sound knowledge of Microsoft Windows, MS Excel, MS Word, MS PowerPoint and other related software;

STANDARD MINIMUM QUALIFICATIONS

Education:

• Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses.

Experience:

• 3-5 years or more of postgraduate progressively responsible professional experience in a relevant field of work, with a background and interest in international humanitarian development.

Language:

• Excellent knowledge of English. Basic knowledge of Portuguese will be added advantage.
