Organizational Setting

FAO Regional Office for Asia and the Pacific (RAP) established the Animal Health and Production Module (AHP) and One Heath Regional Initiative that includes regular programme and the Emergency Centre for Transboundary Animal Diseases (ECTAD). This approach aims to streamline work and adapt to the recent organizational restructuring inclusive of new program priority areas, and identified the importance of sustainable, resilient livestock sector development encompassing production, transboundary animal diseases (TADs), antimicrobial resistance (AMR), food safety and One Health in the SAP sub-region.

Reporting Lines

The incumbent shall operate under the direct supervision of the Senior Animal Health Officer (Regional Manager of the Emergency Centre for Transboundary Animal Diseases (ECTAD)).

Technical Focus

Under the FAO RAP AHP Module, the Virtual Learning Center for Asia and the Pacific (VLC-RAP) have been established to support countries for continued capacity building and technical assistance in the field of One Health, transboundary animal diseases (TADs) and livestock production. The COVID-19 pandemic currently ongoing globally is a humanitarian crisis that have negative impact on public health and enormous economic implications. The measures imposed by governments to limit the spread of the disease combined with travel restrictions worldwide have spillover impacts on various activities of the society with urgency of moving away from business as usual and put in place innovative approaches to ensure critical activities continue to function. RAP AHP Module manages the development and integration of the VLC in the regional framework and in collaboration with regional partners for the operationalization and sustainability of the VLC.

Tasks and responsibilities

Under the overall supervision of the Senior Animal Health Officer of FAO Regional Office for Asia-Pacific (RAP), in close coordination with VLC RAP Coordinator, in collaboration with other team members of VLCs, the incumbent, will perform the following duties:

1. Work alongside Subject Matter Experts (SMEs) to develop online courses and resources according to best practices in adult distance education;
2. Develop interactive and engaging virtual learning content using authoring tools including the Articulate 360 suite;
3. Review and edit written content to ensure learning materials are clearly and engaging written, in line with FAO language style guidelines;
4. Provide guidance and expertise to SMEs on the development of learning solutions (e.g. learning needs analysis, formulation of learning objectives and KPIs, identification and development of appropriate design and delivery mechanism to meet needs of target audience, guidance in development of programmes, evaluation of learning outcomes and business impact);
5. Manage the development of online courses and resources, meeting deadlines and re-prioritizing tasks as needed to complete the timely delivery of design projects;
6. Support the improvement of existing online training tools, particularly developing innovative solutions to support virtual training delivery in low resource settings, including mobile technologies;
7. Create communication materials and processes to increase awareness and take-up of learning solutions and resources delivered
8. Serve as backup administrator for the Moodle Learning Management System as needed;
9. Perform other duties, if required.


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements

• University degree in a discipline relevant to the duties listed or otherwise related to FAO’s Programme of Work;
• At least three years of relevant work experience in education, instructional design, learning technology
• Working knowledge of English (C1) and limited knowledge of one of another FAO language (Spanish, French, Russian, Arabic, Chinese)

Technical/Functional Skills

• Evidence of the ability to create engaging and interactive virtual learning courses;
• Demonstrated proficiency with virtual learning authoring tool Articulate 360 suite;
• Demonstrated proficiency of management of virtual learning environments, including Moodle;
• Prior experience of development of virtual learning for international and/or adult audiences; ;
• Ability to work accurately under pressure paying attention to details and design best practices;
• Independent and capacity to prioritize requested actions in order to meet all the deadlines;
• Experience with audio and video editing software.
• Understanding of FAO policies and programmes is considered a strong asset;
