Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The IFRC’s Supply Chain Department is a core function supporting the IFRC humanitarian action. The Department has a global network including:

  • a Logistics Hub and Global Fleet office in Dubai
  • Five regional operational supply chain units located in Panama, Kuala Lumpur, Nairobi, Beirut and Budapest

Job Purpose

The Regional Logistics Officer will support the Federation's logistics set-up in Budapest and operations in the Europe region, ensure the efficient and effective delivery of relief goods and provide logistics support in other activities including Training and Capacity Building of National Red Cross & Red Crescent Societies in the region.

Job Duties and Responsibilities

The role will be assisting the regional logistics unit with the coordination of logistics operations under the direction of the Roving Regional Logistics delegate. The incumbent will ensure that offered services are delivered on time at the right cost with the right quality.

As well as co-ordination activity, this role will also support management of operational warehouses and mobilisation of in-kind donations. As such, this role requires excellent team working and project management skills, communication skills and technical expertise.

To assist the procurement team with the delivery of all goods sourced by the regional procurement team.

Key Accountabilities

  • Coordinate and advise upon the supply and logistics support for operations in the region.
  • Support on managing and advising technical details of the management of operational warehouses in the region, including import formalities, receiving, storing, reporting and dispatch of goods.
  • Ensure standard operating procedures for the region are keep up-to-date and tested at regular intervals.
  • Assist in the planning, co-ordination and advise on the management of transportation requirements for the region and operations in support of the delegations in the region.
  • Support the procurement team in producing accurate and timely cost estimates/quotations for dispatch of fleet and relief items in line with IFRC procurement manuals.
  • Assist in the planning, co-ordination and advise on the management of transportation requirements for the region and operations in support of the delegations in the region.
  • To manage all documents required for importation and exportation (Goods including fleet) and keep updated end-user and functional services.
  • Ensure all documents are filed properly.
  • To support on the development of the regional logistics mapping exercise and the process of data consolidation, analyses of the current logistics services and resources in the region, prepare recommendations and update Plan of Action for future steps.
  • To assist liaising Operations to get relevant list of needs for all operations and update Mobilization Table accordingly.
  • Become proficient in IFRC Humanitarian Logistics and Software as well as focal point for Logic software.
  • Provide support on the management of the Humanitarian Logistics System (HLS) during emergency operation.
  • When requested, provide logistics support for Federation Operations in the region, including custom clearance, warehouse management, requisitioning, receiving, storing, dispatching goods and documentation.
  • To assist providing logistics trainings within the region
  • Produce regular, timely and accurate narrative and financial reports for the Federation and donors.

Education

  • Degree or professional qualification in logistics, Business or other relevant area is required

 

Experience

  • Minimum of 3 years of relevant experience in managing freight forwarder, logistic, warehousing, transportation or relevant is required
  • Experience within the commercial sector is preferred
  • Experience dealing with local Custom and government departments. (International is an added advantage) is preferred
  • Red Cross/Red Crescent knowledge and experience is preferred

Knowledge, Skills and Languages

  • Ability to develop effective and efficient Operational Logistics is required
  • Strong knowledge in customs clearance process and documentation is required
  • Problem solving skills is required
  • Demonstrated ability to analyse operational logistic impact is required
  • Ability to work to tight deadlines and handle multiple tasks is required
  • Good communications skills (written and verbal) is required
  • Technical credibility to challenge/influence internal stakeholders is required
  • Ability to work in matrix environment is required
  • Ability to work in a cross-cultural and cross-functional environment, strong interpersonal skills is required
  • Drive for change and improvement and ability to deliver efficient operational logistic in a challenging environment is required
  • A broad understanding of humanitarian issues, disaster recovery and related organization is preferred
  • Valid international driving license is required
  • Ability to travel in short notice is required
  • Fluently spoken and written English is required
  • Good command of another IFRC official language (French, Spanish or Arabic) is preferred
