ORGANIZATIONAL CONTEXT

Since 2015, WFP Nepal is working closely with the Department of Hydrology and Meteorology in defining relevant triggers and thresholds for early warnings, specifically focusing on flood hazard. Since 2020, WFP piloted an innovative approach for cash transfers, where cash was delivered to households-at-risk before the flood occurred. With a view to strengthen the existing systems, policies and procedures enabling anticipatory action, WFP has developed a project for advancing the systems at all levels of Government and sustainably systematize the initiative.


At this level, job holders are responsible for the completion of a range of specialized and/or standardized processes and activities requiring some interpretation of standard guidelines and practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff. They work under minimum supervision, perform basic analyses and compile reports to support information consistency and smooth implementation of programmes/projects.

JOB PURPOSE

To perform specialized and/or standardized policy and programme-related processes and activities to support the effective delivery of assistance packages.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall supervision of the Head of Evidence, Policy and Innovation (EPI) unit and the direct supervision of the Programme Policy Officer for Forecast based Financing and Emergency Preparedness, the incumbent will be responsible for the following duties: 

  1. Provide support in the implementation of the Forecast based Financing (FbF) project and Emergency Preparedness and Food Security Assessments programme in Nepal in coordination with national government, provincial government, local government, UN and civil society organizations.
  2. Within the specific area of responsibility, support in the development of the FbF and Emergency Preparedness project plans and perform monitoring of the projects (including annual workplan, selection of indicators, periodic monitoring and report writing) in coordination with the monitoring and evaluation unit.
  3. Perform accurate, timely recording of data within the specific technical area of work (e.g. risk assessments, registration of beneficiaries, application of SCOPE ) and ensure consistent information is presented to stakeholders. 
  4. Support management and analysis of relevant datasets and satellite-based meteorological, hydrological and agricultural indicators and tools for drought, floods and landslides forecasting, in collaboration with technical teams and experts. 
  5. Support flood risk assessment and analyses at Districts, Municipal and Ward level to provided basis for potential expansion of FbF and Emergency Preparedness activities to other areas.

6.Support capacity development activities for WFP staff, cooperating partners and the government including the Ministry of Home Affiars, MoHA, Ministry of Federal Affairs and General Administration (MoFAGA), and Department of Hydrology and Meteorology (DHM) and local governments by preparing presentations, supporting training sessions, compiling and sharing relevant information.
7. Closely work with the immediate supervisor to support on the identification, development and management of potential partnerships towards the institutionalization of the Forecast-based Financing and Emergency Preparedness mechanisms.  
8. Support in the preparation of the field level agreements and monitoring of activities conducted by cooperating partners to enable quality assurance and timely implementation of activities.
9. Support planning and designing of trainings for cooperating partners and communities on early warning and warehouse management.
10.Coordinate with relevant units to develop communications materials, infographics, newsletter, and other advocacy materials for outreach to wider DRR stakeholders.
11. Perform other related duties as assigned by the supervisor. 

 

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area or a Bachelor’s degree in one of the functional areas such as Civil Engineering, Disaster Risk Management, Climate Change or other relevant discipline.is desirable.


Language: Fluency in both oral and written communication in English and Nepali 

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • At least 5 years of experience in Civil Engineering, Disaster Risk Management, Climate Change or other relevant discipline.
  • Has facilitated communication with technical teams (i.e. nutrition, VAM, etc.).

OTHER SPECIFIC JOB REQUIREMENTS

KNOWLEDGE AND SKILLS:

  • Knowledge and experience in FbAA or other relevant emergency preparedness 
  • Technical skills or experience with GIS and programming languages (R, Python, GEE) and quantitative analysis methods is preferred.
