Organizational Setting

The National Technical Officers (NTOs) for NCDs focusing on management of NCDs and Social Determinants of Health (SDH), will work under overall guidance of WHO Representative and direct supervision of the National Professional Officers responsible for Non-communicable Diseases and NCDs health care. NTOs will be based at the WHO country office Yangon. The incumbent coordinates activities in the designated area but does not have direct supervisory or managerial responsibilities.

The NTO will provide support to implementation of NCDs WHO work plan activities with special focus prevention of risk factors for NCDs and social determinants of Health including work on school health, elderly health, environmental health in line with National Health Plans, WHO Myanmar Country Cooperative Strategy (CCS 2019-2023) and Myanmar Sustainable Development Plan (2018-2030). Routine tasks are performed independently with detailed guidelines.

Major Duties and Responsibilities

  • Assist the WHO NCDs team regarding planning, implementation, monitoring and evaluation of programs mainly in the areas of NORAD supported NCDs prevention and care with focus on Social Determinants of Health (SDH), through promoting school health, elderly health, gender, health literacy promotion, and environmental health.
  • Establish and maintain in communicating and working with NCDs stakeholders across ministries and with non-governmental implementing partners; NGOs and civil society organizations to facilitate implementation of projects, compile and analyze documents and prepare regular reports to share with NCDs stakeholders.
  • Offer technical assistance to stakeholders and ministries, if necessary, in support of coalition building and national and subnational advocacy and implementation activities
  • Support application for donor fundings; including NORAD grant, develop proposal writing, budget estimation, develop operational planning, implementation, monitoring and prepare financial and technical reports
  • Conduct monitoring visits to the project sites in collaboration with the respective implementing partners provide supportive supervision and necessary recommendations
  • Work with the NCDs team, three level WHO team and relevant partners in development of guidelines and institutional policies necessary for the NCDs prevention and promotion of health; school health, elderly health, environmental health, and assistance in translation of documents from Myanmar to English or from English to Myanmar.
  • Support work on health promotion (NCDs) and prevention of risk factors for NCDs and social determinants of Health including work on school health, elderly health, gender, health literacy promotion, environmental health, oral health, eye and ear health and through diverse channels and platforms.
  • Facilitate at the field level and central level initiatives and deployments of the digital health information system under NCD workplan and NORAD project
  • Support NCD stakeholder coordination; by organizing and facilitating NCDs program-related meetings, trainings and workshops.
  • Provide support on any other tasks, related to the NCDs and aforementioned projects as required by the supervisors.

Work Relations and Partnerships

NTO serves as a liaison and focal point for different partner working mainly for NCDs prevention and control within and beyond health sector. The level of liaison involves mainly receiving and providing data, answering queries, or finding solutions to general problems. Furthermore, the incumbent can provide recommendations on activities based on analyses carried out.

Impact of functions

The National Technical Officer responsible for facilitating the implementation of activities outlined under WHO NCDs work plan leading to achieving the GPW-13 targets and SDGs.

WHO’s work with the NCD stakeholders; MOH and other implementing partners, on NCDs prevention and control of risk factors and addressing SDH, through promoting school health, elderly health, and environmental health. Addressing SDH in the context of broader non-communicable diseases (NCD) programme, including implementation of activities across sectors.

The functions support the multi-sectoral collaboration for NCDs and SDH well increase stakeholder support to achieve a collaborative and smooth implementation of activity plans. Furthermore, they will strengthen the capacity of national stakeholders for an effective and structured response to NCDs and through addressing SDH.

Qualifications

Educational background

Essential: University degree in health, public policy or social sciences.

Desirable: Post graduate degree in public health or related fields is desirable

Professional experience and knowledge

Essential: At least five years of relevant experience in public health, health promotion, development and successful implementation of health-related projects, public policies and/or budget.

Desirable: Demonstrated experience in implementing health promotion activities at community level for prevention of risk factors for NCDs and social determinants of Health, school health, Environment health, healthy city initiatives. Ability of drafting proposals for long-term multisectoral/inter-sectoral projects, plans of action, and successful implementation of NCD M&E framework are desirable.
