Background:

OSCE field operations are the front line of the OSCE’s engagement on the ground, supporting host authorities in fulfilling OSCE commitments and implementing a comprehensive approach to security. The OSCE Mission to Skopje is the Organization's longest-serving field operation working on inter-ethnic relations, early warning, the rule of law, democratic governance, transnational threats and police reform.

For the purpose of strengthening the capacity of the Policy and Programme Support Unit of the Office of the Head of Mission, the Mission is looking to hire a Project Assistant, on Extra-budgetary funds. 

The initial contract duration will be until end of 2023, with further extension subject to availability of extra-budgetary funding. The current foreseen project duration is until December 2024.


Tasks and Responsibilities:

Under the overall guidance of the Senior Policy and Planning Officer (SPPO) and direct supervision of the National Project Co-ordination Officer (NPCO), the Project Assistant assists in coordination and management of the Mission’s Extra-budgetary (ExB) projects throughout the entire project cycle: planning, monitoring, evaluation and reporting, as well as in their administration and proper archiving. More specifically, the incumbent will be: 

1.    Assisting the National Project Co-ordination Officer (NPCO) in the planning and review of ExB projects and their subsequent revisions, to ensure compliance to the regulating framework on ExB contributions and other relevant Mission instructions and project preparation guidelines. 

2.    Supporting the work of the NPCO in monitoring the implementation of the Mission’s ExB projects, ensuring tracked and reported progress of the ExB projects; assisting in administrative processes linked with collection of monitoring information, updating ExB monitoring matrices, drafting summaries on projects status, organization of the unit’s ExB monitoring and evaluation meetings with project teams.

3.    Assisting the NPCO and ExB project teams in donor reporting efforts and pledge administration, more specifically in the review of the progress and final reports of the ExB projects with: exporting financial and pledge reports from DocIn, collecting and synthetizing exported financial data, maintaining ExB donor reporting calendar, collecting various documents, drafting and updating ExB project summaries, summarising various financial data and ExB-related information/documents and correspondence.  

4.    Organizing and updating the internal shared project folders with project documentation and regularly maintaining the DocIn archive of all ExB projects; collecting due diligence documents for the Mission’s Implementing Partners (IP) engaged on ExB projects and assisting in maintaining the IP roster, in compliance with applicable regulatory framework. 

5.    Performing other duties as assigned.


Necessary Qualifications:

•    Citizenship of or permanent residence in the Republic of North Macedonia;
•    Completed secondary education supplemented by formal training in project management and project administration;
•    Minimum 3 years’ experience in project management and project administration, preferably obtained in an international environment;
•    Computer literate with practical experience with Microsoft applications;
•    Excellent written and spoken communication skills in English and in local languages;
•    Ability to work with people of different nationalities, religions and cultural backgrounds;
•    Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

 

Remuneration Package:

Monthly remuneration, subject to social security deductions, is approximately EUR 1,183.00. 

Social benefits will include participation in the Cigna medical insurance and the OSCE Provident Fund. 

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
