Background:

The mandate of the OSCE Presence in Albania is to promote democratization, the rule of law, and human rights as well as to consolidate democratic institutions in line with OSCE principles, standards and commitments.

Originally established in 1997, today, the Presence's activities range from arms control and the fight against trafficking to electoral assistance; anti-corruption initiatives; gender mainstreaming and environmental projects; human rights protection; legislative, judicial, and media reform; and the capacity-building of law enforcement officials.

The Presence has been implementing during 2019-2022 an extra-budgetary project Support Parliament and Civic Education in Albania funded by the government of the Swiss Confederation and as a follow-up complementary phase, the Presence will be implementing a PACEP phase II, project “e-Legislation Support for Albania”

A vacancy for a project Senior Project Assistant (G6) for a fix-term appointment until December 2023, with the possibility for an extension pending budget availability.

This post is yet to be classified, which cause the grade to, not only might be offered at a lower grade, but to genuinely and ultimately be established at a lower grade than advertised


Tasks and Responsibilities:

Under the overall supervision and guidance of the National Project Coordinator and in close cooperation with the Democratization Department, the Senior Project Assistant will perform the following duties.

  1. Assist NPC and Project Manager in drafting implementation, management, and monitoring plans for project activities
  2. Collaborates and provides inputs during the design of new activities and makes suggestions regarding alternative approaches for use in program development and implementation and provides guidance to implementing partners based upon performance analysis
  3. Prepares project related reporting documents including on amendments and other supporting documents;
  4. Translates or interprets between English and Albanian as needed for documents, during meetings or events, or any other situation as assigned.
  5. Follows and as appropriate or assigned, produces content related to programs such as social media posts on project activities.
  6. Monitors the work of contractors and/or IPs, as relevant, to ensure that they are following the terms of their agreements and that the expected results and deliverables are delivered.
  7. Makes field visits to activity sites for monitoring the implementation and progress of program activities.
  8. Prepares program related documents including for financial, budget, and activity reporting in coordination with the Programme Coordination unit.
  9. Ensures timely tracking of all procurement and modification actions for relevant activities, closely working with the NPC, Project Manager, and other support offices such as FAU.
  10. Drafts scopes of work, budgets, and justifications for activities; prepares scene-setters and talking points for different activities, meetings, and other events as assigned;
  11. Maintains filing system as required and keeps record of any activity and transactions performed under the project activities.
  12. Assists in drafting relevant sections of the Annual Report, revisions to the Procurement Plan, evaluation designs, and other documents and plans.
  13. Performs other duties as required

Necessary Qualifications:

  • Secondary education supplemented by studies in commerce or business administration; any ICT knowledge or background would be a priority
  • At least 2-4 years of experience in project coordination/assistance, logistics or other related fields, preferably in international organisations
  • Computer literate with practical experience in Microsoft applications and administrative computer systems (Oracle) (Mandatory);
  • Excellent written and oral communication skills in English including the ability to prepare presentations and reports
  • Ability to assess large amounts of information and provide feedback;
  • Effectively multi-task and deliver results under tight deadlines;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities
  • Strong analytical and interpersonal skills;
  • Must be of Albanian nationality.

 

Remuneration Package:

The remuneration will be in line with the OSCE salary scale, subject to post classification results and National Social Security deductions. OSCE salaries are exempted form the taxation.

Appointments are normally made at step 1 of the applicable OSCE salary scale.
