Background information: 

The Short-Term Senior Programme Assistant reports to the Senior Project Officer and provides overall support and assistance in implementation of the applicable Dimension’s projects in conformity with the Mandate of the OSCE Project Co-ordinator in Uzbekistan (PCUz). 

This includes assistance in project development, assessment and management, implementation of activities in support of OSCE Ministerial and Permanent Council decisions, conducting research on subject matters for developing new projects, assistance in identification and negotiation with the national and international stakeholders, identification of local stakeholders for OSCE events, representing the PCUz at international, regional and national events.

PCUz Human Dimension team needs to hire a short-term Senior Programme  Assistant to cover maternity leave (6 months). Within the HD team, there are two different groups working on different projects and topics. The team of HD Senior Programme Assistant belongs to consists of, in addition to incumbent, one National Project Officer and one Programme Assistant. 

Tasks and Responsibilities:
Under the overall guidance of direct supervision of the Senior Project Officer and the guidance of the National Project Officer, the incumbent will performs duties as follows: 


Project Development, Implementation, and Management functions 

a.    Function as a key point of contact in the PCUz for programmatic-related issues, responsible for the implementation and coordination of ongoing projects and other project activities relating to the specific programme within the office;

b.    Establish and maintains contacts with the relevant government officials and state structures as well as civil society institutions; provides support to the government in the implementation of programme-specific projects;

c.    Analyze and identify urgent project requirements of the country not addressed by other agencies; formulates proposals for those strategic priorities in consultation supervisor;
d.    Design project proposals, contributes to fundraising efforts and implementation of projects approved; negotiates the initiation of project activities with potential project partners and donors; 

e.    Co-ordinate project implementation by identifying problems and proposing specific actions to be taken to expedite delivery of inputs; drafts comments on designated aspects of project progress and inputs to project monitoring; drafts project revisions, including adjustments to individual project budgets on the basis of changed work plans; 

f.    Facilitate technical support to the government from expert institutions in consultation with the government, the OSCE Project Coordinator in Uzbekistan, the OSCE Secretariat and in co-ordination with international institutions/regional organizations and bi-lateral representations present in Uzbekistan.  

g.    Monitor ongoing project work and collaborate with national stakeholders and counterparts.

h.    Performs interpretations and translations from and to Uzbek, English and Russian languages as needed.

Reporting, Analysis and Advisory functions

i.    Based upon a thorough evaluation and analysis of the programmatic sector, prepares recurring or ad hoc reports, overview and analysis of trends that would affect the project work of the OSCE Project Co-ordinator in Uzbekistan;

j.    Provides advice to supervisors and local partners as required.

k.    Attends various OSCE and non-OSCE events, and participates on behalf of the supervisor or OSCE Project Co-ordinator in Uzbekistan various OSCE and non-OSCE events, makes authorized statements and provides after-action reports with recommendations for follow up.

l.    Performs other duties as required.

Minimum Qualifications:
•    High school diploma, preferable supplemented by relevant technical or university courses;
•    At least six years of experience in government or international organizations/NGOs of private sector institutions dealing with issues related to the comprehensive approach to security as applied by the OSCE;
•    Computer literacy and mastering on a user level of Microsoft Office applications;
•    Excellent written and oral communication skills in Uzbek, English and Russian;
•     Ability to work with people of different nationality, religion and cultural background whilst remaining impartial and objective.

Remuneration Package
Remuneration is established in accordance with OSCE PCUz salary scale (G6 post). Appointment is made at step 1 of the applicable OSCE salary scale.
