Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.”  The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. 
The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality. 
The British Red Cross (BRC) is part of the Red Cross and Red Crescent global humanitarian network. The BRC helps anyone, anywhere in the UK and around the world, to get the support they need if crisis strikes: connecting human kindness with human crisis. The BRC enables vulnerable people in the UK and abroad prepare for and withstand emergencies in their own communities. And when the crisis is over, we help them to recover and move on with their lives.
In Ukraine, BRC is integrated with IFRC which means the contract is held by IFRC, but the role works with BRC and they are considered BRC staff, part of the BRC country team. The BRC is supporting URCS branches in three key regions (Kyiv Oblast, Kyiv City, and Chernihiv Oblast). Within these URCS regions, BRC will work through URCS Regional branches to support the regional structure at oblast, district and local level.

 

Job Purpose

In this role, the PM will provide support to URCS’s Branch and Volunteer Development (BraVo) programme for the Chernihiv regional branch. The aim of BraVo is to support the development of Regional and district branches of the Ukrainian Red Cross. The support will focus on developing branch capacity for resource mobilisation, fundraising and communications under the direction of URCS, guided by the URCS National Society Development (NSD) Strategy and Plan (2021-25) and other relevant URCS / IFRC policies and frameworks.

Job Duties and Responsibilities

Program Management:

  • Manage all aspects of the BRC program portfolio in Chernihiv providing project oversight and technical assistance in conceptualization, planning, implementing, monitoring, evaluating projects, and managing project budgets under the direction of BRC’s Ukraine team/strategy and in collaboration with and URCS.
  • Manage preparation and submission of grant applications and resource mobilization for BRC Chernihiv programming and act as part of the BRC funding recommendation panel.
  • Build on global best practices and international standards to build and manage robust programming alongside URCS in Chernihiv.
  • Assure timely and accurate reporting of all activities and elements of programs as required by donors, partners and other stakeholders.
  • Review and track project progress against targets and provide updates to senior management, ensure successful project closeout and ensure exit and sustainability plans are implemented as per plans.
  • Ensure community engagement and accountability and protection gender and inclusion approaches are integrated across all Red Cross programmes in Chernihiv.
  • Ensure all programmes and operations have capacity building element and support capacity building of URCS and key national staff in program design and management.
  • Create and maintain a high level of collaborative partnerships with Red Cross and Red Crescent partners and other partners in relationship to the programs and projects of the region.
  • Work with Chernihiv Branch management to develop concepts and intervention ideas and propose them internally to BRC management for potential funding.
  • For concepts approved for funding, work with the branch to develop narrative proposals and budgets.

 

Project Review/Evaluation:

  • Ensure that evaluation activities implemented in the region follow accepted best practice and reach the highest levels of quality possible in design, implementation, analysis and reporting
  • Integrate considerations regarding gender, disability and other vulnerable populations into program design, implementation, reviews, and accountability tracking.
  • In coordination with BRC and URCS PMEAL (Planning, Monitoring, Evaluation, Accountability and Learning colleagues, ensure coordination of program reviews, including field visits and internal and external evaluations.

 

Branch and Volunteer Development (BraVo):

  • Working closely with the URCS Programme Manager, plan, implement and report on BraVo Programme activities in Chernihiv Branch activities, with a focus on resource mobilisation, fundraising and communications.
  • Support URCS in preparation of grant applications and resource mobilization for local initiatives.
  • Work collaboratively with the BRC and wider Movement within Ukraine to increase interoperability, implement innovation and learning within programs, ensure robust risk management, and implement personnel wellbeing initiatives.
  • Support URCS Chernihiv Branch in the development and implementation of BraVo strategies, management tools, standard operating procedures, action plans, and learning networks.
  • Build and foster collaborative relationships with key internal and external stakeholders and subject matter experts, including Movement partners and relevant organizations in line with the BRC’s regional strategic direction and program priorities.
  • All work undertaken to this end will be guided by the BRC’s mission, vision, fundamental principles, policies, and procedures.

Strategic Planning:

  • Support BRC’s development of strategic plans at regional level
  • Support development and implementation of regional and priority country operational plan.

Education

Required:

  • Relevant university degree related to international relations, public/business administration, international humanitarian programming or experience in international organizations in programmes / project or emergency management

Preferred:

  • IMPACT, RDRT, CAP or equivalent knowledge
  • Certification in Project Management

Experience

Required:

  • Minimum three years experience in implementing projects with international funding, in a humanitarian aid organization or Red Cross Red Crescent Movement
  • Experience in administrative, procurement, strategic, programmatic and financial planning and execution
  • Expertise in project planning, monitoring and evaluation and reporting, experience with and knowledge of compliance and reporting requirements for humanitarian or development organizations or other government funding entities and/or private donors
  • Experience in the preparation of proposals for donors and solid grant writing skills
  • Team management experience

Preferred:

  • Disaster preparedness, response and recovery programming experience
  • Experience in resource mobilization and donor coordination 
  • Prior work in involving capacity building of partner organizations

    Skilled user of computer packages in Windows, Microsoft Office (Word, Excel, Powerpoint) and data management programs.
  • Availability to travel internationally on short notice
  • Fluency (oral and written) in English and Ukrainian
