Duties and ResponsibilitiesThe challenge of reaching Agenda 2030 was already significant globally, even before the COVID-19 pandemic hit. Compounded by a climate emergency, political polarization and challenged multilateralism, continued conflicts and forced displacement, the number of people living in poverty rose in 2020 for the first time since 1998 by an estimated 119-124 million. Inequalities are growing, and the traditional social contract is no longer working for many.

In Bosnia and Herzegovina (BIH), in line with its 2021-2025 Country Programme, UNDP focuses on sustainable and inclusive growth, people-centred governance and social cohesion. UNDP is fully committed to support BIH with regards to its Agenda 2030 commitments as well as the European Union (EU) accession process. The UNDP Country Programme Document for BIH outcomes correspond to three outcomes of the UN Sustainable Development Cooperation Framework (UNSDCF) 2021-2025 (outcome 1 on resilient, sustainable and inclusive growth, outcome 4 on accountable and transparent governance systems, and outcome 5 on social cohesion and trust). In order to work more effectively towards these outcomes, UNDP is strengthening its local presence and offices, with the objective of being closer to the needs of partners and communities and reinforcing the implementation of the Country Programme Document (CPD) through local action.

UNDP in BIH is committed to advance the priorities of the UNDP Strategic Plan 2022-2025, including a particular focus on Gender Equality and translating it into action in UNDP work in BIH. UNDP in BIH embarked in the Gender Seal process, and supports UNSDCF work on gender equality, empowerment of women and fighting discrimination and violence.

Position Purpose

Under direct supervision of the Resident Representative, the Gender Analyst is expected to advise the UNDP BIH Senior Management on gender policies and trends and relevant linkages to UNDP programmes, lead the coordination of the Gender Seal process, provide strategic and technical support to programme and project teams on diversity and inclusion interventions, particularly those that are focused on gender equality and women’s empowerment, lead and coordinate advocacy and partnership building efforts. The Gender Analyst collaborates closely with the Integration and Innovation Cell, the programme teams, other units in the Country Office.

Duties and Responsibilities
 
Coordinate implementation of the Gender Equality SEAL certification programme, and ensure maintenance and upgrade of standards achieved
  • Ensure the CO has an up-to-date Country Office Gender Equality Strategy and Action Plan in line with the UNDP Gender Equality Strategy and CPD, taking into consideration UNDP corporate recommendations as well as comparative best practices.
  • Advise and support the CO Senior Management in building strong institutional commitment and leadership to implement UNDP’s Gender Seal Certification criteria and carry out follow up work following the certification process to maintain and further upgrade the achieved standards.
  • Coordinate the work of Gender Focal Team ensuring that it meets regularly to prioritise actions and implement the CO Gender Action Plan and Gender Seal Workplan, as well as ensure sustainability of Gender Seal transformation process.
  • Advise on application of UNDP gender corporate tools and corporate reporting, including the gender marker. 
  • Ensure that the gender and inclusion focus within the country office is clearly articulated, communicated and supported by all spheres of operations and programming.
  • Monitor and report on the implementation of the CO Gender Equality Strategy and action plan.
  • Monitor and document CO’s contribution to gender equality and inclusion results for reporting and further communication purposes.

Provide strategic and technical support to programme/project teams

  • Identify opportunities and lead in the conceptualization of strategic project interventions that respond to the needs and concerns of women and men in line with the UNDP’s Country Programme Strategy.
  • Provide quality analysis and substantive inputs to Country Programme Documents and other strategic documents.
  • Review of current programmes and projects and recommend amendments to mainstream and report on gender equality
  • Provide advice on appropriate gender sensitive indicators across projects, and support colleagues in the monitoring and reporting of results/outputs and objectives against agreed indicators, in close collaboration with M&E Analyst.
  • Monitor political, economic and social developments, trends and issues affecting women’s rights, inclusion and intersectional issues in the country, producing quarterly analytic reports and informing a strategic response to opportunities and challenges within the context of UNDP’s projects.

Lead and coordinate advocacy and partnership building efforts

  • Develop and review background documents, briefs and presentations related to the gender issues.
  • Provide strategic advice to CO’s communication and advocacy activities with a view to achieving broader recognition of UNDP’s contribution to gender equality results in the country by national stakeholders and development partners.
  • Support UNDP’s representation in meetings and policy dialogues on issues related to gender and SDG localization efforts as required.
  • Provide technical inputs to the development of advocacy and communication strategies and activities for maximum communication impact and outreach to promote awareness of the Gender issues.
  • Participate in activities to highlight key gender equality and women’s human rights issues, and advocate for integration of gender equality issues into the development agenda.
  • Maintain relationships with UNDP’s partners including other UN agencies, donors, government agencies, and NGOs.
  • Coordinate with other UN agencies, government departments, donors and NGOs to ensure capacity development initiatives are harmonized on matters related to the promotion of national commitments to gender equality.
  • Create a database of national pool of gender experts with appropriate subject specializations, language skills and field experience.
  • Liaise with regional gender focal points for advisory services and sharing of information / best practices.

Facilitate knowledge building, management, and sharing

  • Organize and deliver trainings on gender advancement, gender equality, women’s empowerment, women’s issues, and social development thematic areas related to UNDP’s Gender Strategic Plan in the Country Office, so UNDP personnel are equipped to mainstream and implement gender equality objective/goals in their respective areas of work (both programme and operations).
  • Identify and syntheses best practices and lessons learned directly linked to programme country policy goals and gender.
  • Contributions to knowledge networks and communities of practice.

Supervisory/Managerial Responsibilities: The incumbent will supervise International UNV.

Required Skills and Experience
 
Education:
  • MA/MBA/MSE in social policy, public policy, politics, economics, development studies, business administration, public administration or a related area, or other related disciplines, or
  • Bachelor’s degree in a relevant field with 2 additional years of work experience will be given due consideration in lieu of a master’s degree.
Experience:
  • Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience in gender related monitoring, evaluation, performance management/monitoring and reporting in development projects or programmes;
  • Proved previous experience in data and information analysis;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.).

Language:

  • Proficiency in oral and written English and official languages of BIH (Bosnian/Croatian/Serbian).
