The Office of Emergency Programmes (EMOPS) is seeking a qualified consultant to update, organize and deliver trainings on coordination and information management to country education clusters, working groups and partners.

Purpose of Activity/Assignment

The purpose of this consultancy is to update, organize and deliver trainings on coordination and information management to country education clusters, working groups and partners. These trainings are key to ensuring country teams and partners are equipped to coordinate, plan, and lead effective, accountable, efficient, and quality education responses to meet the increasingly complex needs of crisis affected children and young people.

Scope of work

Strengthening local and national capacity in preparedness, response, coordination, and information management is one of seven core functions of the Cluster Approach. The Capacity Building Consultant will leverage their expertise and skillset to reinforce the GEC’s training portfolio, namely the Core Coordination Training, Strengthening Rapid Education Response Training, Approaches to Joined Up Coordination Training, and IM Advanced Training.

Core Coordination Training (CCT)

The CCT is the GEC’s flagship training on the fundamentals of cluster coordination and information management (Capacity Development | Global Education Cluster). Delivered at global and country levels, the CCT deepens participant’s skills and knowledge across the humanitarian programme cycle by blending theory and practice.

  • Deliverable 2: Plan, organize and deliver Global CCT CORE 2 Training (30 days)
  • Deliverable 3: Plan, organize and deliver two contextualized Country CCT CORE 2 Trainings (35 days)

Strengthening Rapid Education Response Training

Structured around the sections of the new and first of its kind toolkit on Rapid Education Response, this training ensure practitioners have the requisite skills, knowledge, and tools to advocate for and facilitate education’s inclusion either through a Rapid Response Mechanism (RRM) or complementary rapid response.

Approaches to Joined Up Coordination Training

As part of the Initiative for Strengthening Education in Emergencies Coordination (ISEEC) the Approaches to Joined-Up Coordination Training equips participants with the skills and knowledge to strengthen coordination across IDP, refugee, and development coordination mechanisms for a strengthened response.

Information Management Advanced Training

The GEC is also looking to develop an advanced information management training, envisioned to build on fundamentals taught at the CCT.

Cluster Coordination Familiarization Session

The GEC is looking to develop a comprehensive cluster coordination familiarization session to raise awareness of its important role among stakeholders, decision makers and partners, including development and other humanitarian actors.

Estimated Duration of the Contract

210 working days (between February and December 2023)

Consultant’s Work Place and Official Travel

The Consultant will be remote/home-based, but there are an estimated of 6 travels planned as part of this contract. The consultant will be reimbursed based on travel invoice following each trip.

Estimated Cost of the Consultancy & Payment Schedule

Payment will be made upon submission of an invoice and satisfactory completion of the above-mentioned deliverables. Please indicate an all-inclusive lumpsum based on 210 working days to undertake this assignment.

To qualify as an advocate for every child you will have…

  • Master's in International Affairs, Humanitarian Affairs, Education, Political Science, Management or other relevant field.
  • Minimum of 8 years of work experience in the humanitarian sector and/or the education in crises sector, both at the country and global level.
  • Significant experience in developing and delivering trainings and other capacity building initiatives for the humanitarian sector.
  • Previous experience working in cluster coordination and/or education in emergencies sector.
  • English and French are the working languages of the United Nations Secretariat. For this consultancy, fluent oral and written English is essential.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
