Standard Job Description

Assistant Programme Officer Organizational Setting and Work Relationships The Assistant Programme Officer may be based in HQ, field/regional bureau, and would normally receive guidance from more senior programme staff in the operation/bureau/division and may supervise a small team of local staff. The incumbent may refer to UNHCR¿s Programme Manual (Chapter IV), UNHCR's corporate and regional strategic priorities, operation plans and other relevant institutional rules and regulations for further guidance. The Assistant Programme Officer will support the provision of programmatic guidance and support with regard to the implementation of protection and solutions strategies within available resources. The incumbent will play a role in coordinating with the other sections/units to ensure harmonized programmatic approaches at all levels and throughout the UNHCR Operations Management Cycle. S/he will work in line with the overall UNHCR directions which crucially require working with partners, including with persons of concern, governmental institutions and the private sector, ensuring that programme management is approached as per UNHCR¿s Strategic Directions, Global Strategic Priorities (GSPs), Global Compact for Refugees (GCR), corporate positions on SDGs. The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle. All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties - Support in assessing and analysing the needs of persons of concern in a participatory manner, using an Age, Gender and Diversity (AGD) perspective as basis for planning - Provide support on programmatic aspects of developing multi-year protection and solutions strategies and annual plans with corresponding priorities taking into account corporate priorities - Support Results Based Management and programme capacity in light of evolving requirements, programming approaches and gaps, - Assist the planning process in compliance with planning parameters outlined in the Programme Manual and the planning instructions - Contribute to the review and analyse of plans, mid-year and year-end reports of UNHCR offices in the region, ensuring quality assurance and compliance with established policies, guidelines, procedures and standards. - Assist with the provision of overall direction to broaden partnerships with key stakeholders in order to maximize the protection and solutions response for persons of concern. - Contribute to the successful application of the framework for implementing with partners, including the effective implementation of the policy on selection and retention of partners, management of partnership agreements, risk-based project performance monitoring, and risk-based project audits, among others. - Contribute to ensure consistent and coherent monitoring approaches, tools and systems within the Area of Responsibility (AoR), in line with global standards and polices. - Actively contribute to UNHCRs programming of community of practice and continuously contribute to improvements of programming tools and processes. - Identify potential gaps and problems and in cooperation with other relevant sections recommend appropriate solutions to ensure the efficient implementation of programme activities - Assist in a timely and effective follow-up of internal and external audits observations and recommendations that relate to programmatic issues. - Perform other related duties as required. Desired Candidate Profile

Apart from the essential minimum qualifications and experience listed in Job Description, the ideal candidate should have:
- Proven ability to develop and maintain partnerships with a variety of actors – including government and private sector;
- Proven experience in planning, implementing, and monitoring programmes and managing multiple projects;
- Excellent drafting, presentation and reporting skills in English and Georgian;
- Strong advocacy and negotiation skills in situation involving multiple actors and diverse interests;
- Knowledge of protection, refugee matters and UNHCR’s mandate.
Taking into consideration the specific nature of the post the following types of experience will be considered as asset:
- Experience of working with development agencies or national governments on development planning.
- Experience of working on forced displacement issues, including with host communities in the country.
- Experience of working with synergies between the humanitarian-development nexus.

Nature of Position:

The Assistant Programme Officer will support the team with the inter-agency engagement related to the UN Sustainable Development Cooperation Framework (UNSDCF) including monitoring and evaluation, joint programming and supporting Outcome Results Groups that UNHCR participates in and the 2030 Agenda for Sustainable Development and Sustainable Development Goals to promote the inclusion of refugees, the internally displaced and stateless people in National Development Frameworks.

S/he will assist in coordination on the Global Compact on Refugees (GCR) to help promote refugees’ economic inclusion through effective partnerships with relevant government line ministries, development actors, private sector, UN agencies, international organisations and NGOs, research institutions and universities.

S/he will initiate and maintain contacts with operational partners and the private sector, identifying and designing fund-raising opportunities and taking the lead on designing projects, developing and coordinating proposals, monitoring and reporting. S/he will engage with UN partners in joint funding opportunities, and take the lead in both designing, monitoring and liaising with donors for projects with earmarked funding such as the UNHCR’s EU-funded project with IOM on asylum and migration management.

S/he will ensure UNHCR’s approach to partnership and inter-agency processes are consistent and well supported through UNHCR’s coordination platforms and tools including operational data management and cash assistance coordination systems. S/he will help manage and facilitate the key operational coordination activities of UN agencies and NGO partners in the response to Ukrainian refugees in Georgia, aligned to UNHCR’s Refugee Coordination Model. S/he will ensure smooth cooperation with IOM on the upcoming refugee relocation scheme, and similarly coordinate with partners in such initiatives in the future.

In view of achieving the above-mentioned results and in addition to the listed requirements of the post, the incumbent will provide support in preparing and holding the briefings for internal and external partners, engaging with sectors and Inter-Agency (IA) Coordination activities as well as making recommendations on IA issues, liaising with external partners and local organizations on behalf of UNHCR.

The incumbent will collaborate closely with Protection, External Relations and Admin teams.

Living and Working Conditions:

Some 1,400 refugees and humanitarian status holders and some 1,100 asylum seekers are currently of concern to UNHCR in Georgia, in addition to some 26,000 Ukrainians who have fled the war in their country in 2022 and chosen to stay in Georgia. UNHCR in Georgia advocates for further improvements in the asylum system, especially reception conditions for persons with special needs. UNHCR’s priorities are strengthening inclusion and promoting integration, as well as maintaining a strong community outreach. With the new caseload of Ukrainians, UNHCR is coordinating a refugee response for all involved partners. UNHCR continues to support the Government in IDP policy for the nearly 300,000 IDPs living in areas controlled by the Government of Georgia. UNHCR also supports and advises national authorities on statelessness concerns. UNHCR has one country office in Tbilisi and two field offices in Abkhazia, with overall 30 national and international employees on the ground.
