BACKGROUND:
The International Rescue Committee (IRC), one
of the world’s largest humanitarian agencies, provides relief, rehabilitation,
and post-conflict reconstruction support to people affected by natural
disaster, oppression, and violent conflict in 42 countries. The IRC is
committed to bold leadership, innovation, and creative partnerships. Active in
public health, education, livelihoods, women's empowerment, youth development,
and protection and promotion of rights, the IRC assists people from harm to
home. The IRC launched an emergency health response
in Libya in September 2016 as the humanitarian situation in the country was
deteriorating following the 2014 civil war. Since then, the IRC has broadened
its portfolio with integrated health, protection, and governance programs
aiming to employ a holistic approach to meeting the needs of crisis affected
and vulnerable communities to survive, recover, and gain control of their
futures.
IRC Libya’s governance portfolio includes skills-building and
empowerment at the community level, capacity development support for local
actors (including municipalities), and civil society and system strengthening. Through the proposed
Action ‘Renew Libya: Strengthening Public Service Delivery for Recovery and
Stability’, the International Rescue Committee (IRC) will implement
rehabilitation activities, provide equipment and supplies, facilitate technical
and organizational development trainings, and engage targeted communities and
local partners to improve access to and uptake of quality, inclusive basic
services that are responsive to priority needs of 251,600 community members in
Ubari, Sebha, Shargya, Murzuq, Bent Baya, Algarefa.. The
Action will be guided by IRC’s extensive experience in and detailed
understanding of the operating context in these locations, including social and
political dynamics, access, and security.
Position Summary:
The IRC is
seeking a qualified Community Engagement Assistant that will support the
implementation of project activities at the community level, with an emphasis
on local governance, stakeholder engagement, capacity-building activities, and
community-based activities. The
Assistants will help establish and maintain strong relationships with project
stakeholders for the fulfillment of project objectives. S/he is responsible for the implementation
and monitoring of project (s) in assigned city in accordance with IRC and donor
requirements.
Main Responsibilities:
Under the
supervision of the Project Officer, the Community Engagement Assistant will be
required to:
1.
Implementation and management of project activities
Support the Project Office in the planning and implementation of the project activities
Serve as the main point of contact for communication with local authorities and community members in the areas of implementation, collecting their feedback, reporting back to them on progress, and ensuring that all members of the community can freely and safely voice their needs and preferences.
Oversee the successful delivery of the project:
Support the engagement and organizational capacity assessment of selected local authorities and service providers;
Support the implementation of capacity strengthening activities.
Support in the community mobilization effort for awareness raising activities, including campaigns and community dialogues;
Regularly communicate with internal program and operational partners, the Governance, Protection/Rule of Law, Women’s Protection and Empowerment, Children’s Protection, and other IRC colleagues.
2. Administrative,
financial, and logistical management
Support
the Project Office in the development and update of project management
tools (work plan, spending plan and procurement plan and monitor
expenditure plans and the purchasing plan to avoid any delay or
inconvenience in the implementation of project activities
Support
the officer to classify and archive all documents relating to activities
and other resources
3. Monitoring and evaluation and reporting on project activities
Participate in data collection activities with beneficiaries (Baseline, midline, and end line survey) when needed
Support in the regularly update of the project indicator tracker when requested
Ensure that documents relating to activities and other project resources are filed and archived (lists of participants, activity reports as well as supporting documents for expenses incurred)
