Background:

The OSCE Programme Office in Dushanbe promotes the implementation of OSCE principles and commitments, as well as the co-operation of the Republic of Tajikistan within the OSCE framework in all three dimensions. It is involved in a wide range of activities, ranging from counter-terrorism and border management projects to supporting cross-border markets and free economic zones, human rights, media development, and legal reform initiatives.


Tasks and Responsibilities:

Under the overall supervision of the Gender and Anti-Trafficking Officer, the successful candidate will be tasked with the following duties:

  1. Developing and drafting proposals, drafting reports, monitoring implementation and managing budgetary matters for projects sponsored by the Gender and Anti-Trafficking Unit, implemented in cooperation with local state and non-state partners, aimed at preventing and responding to domestic violence, protecting women’s rights and promoting their empowerment. Moreover, receiving, reviewing, analysing, summarizing and translating into English, upon need, the reports on the implementation of the activities, submitted by the project's implementing partners and /or consultants;
  2. Reviewing and analyzing various proposals for cooperation with Host Country governmental and civil society stakeholders, and providing recommendations to the Gender and Anti-Trafficking Officer on the feasibility and potential impact of proposed activities;
  3. Visiting frequently the project sites and regularly monitoring Project activities, including the work of the project’s implementing partners and/or consultants, to ensure the achievement of goals and objectives of the Project and its activities;
  4. Receiving analysis on normative frameworks, legislation, national action plans, needs assessment and various issues pertaining to addressing domestic violence, summarizing and translating into English, Tajik and/or Russian;
  5. Facilitating cooperation, developing and maintaining effective contacts with state and non state partners. He/she will be conducting meetings with relevant interlocutors, attending events, and, if requested, representing the Gender Unit and the Mission at meetings with representatives of local authorities, international organizations and NGOs on women empowerment and women rights issues;
  6. Cooperating with the Gender Unit in Vienna, the Organization for Democratic Institutions and Human Rights (ODIHR) as well as and other OSCE Missions on related Issues, including participation at regional meetings;
  7. Reporting, communicating and consulting with the Gender Issues Officer concerning women rights related activities;
  8. Raising public awareness and fostering capacity-building among state and non-state partners on gender-based violence, women rights and empowerment and participates in different events where OSCE presence is required;
  9. Contributing to research, examining OSCE commitments and participating in drafting reports on identified gaps observed ln the national system with regards to Gender Equality policies and legislation and facilitating the Implementation and following up with domestic and international partners; 
  10. Fostering capacity-building for state and non-state partners by organizing ad hoc training and seminars and by assisting them in the implementation of projects as well as in promoting the implementation of international guidelines/recommendations in the gender-equality and women rights fields;
  11. Translating documents and written correspondence with local authorities, international organizations, representatives of the local NGOs, as well as interpreting oral communications in the course of performing the assigned tasks and responsibilities;
  12. Coordinating the work with the program assistant;
  13. Performing other duties as assigned.

Necessary Qualifications:

  • University degree in law, political sciences, social and gender studies, or other human rights related fields;
  • Minimum two years of experience in an administrative set up or political, local or international institution, including experience with management of development projects; Previous working experience on gender issues and/or relevant human rights issues with establishment;
  • Practical experience in drafting reports, project proposals, conducting research and analyses; Excellent knowledge and understanding of current situation in Tajikistan, with good ability to provide translation and interpretation. Practical experience in record keeping and processing of Information; 
  • Computer literate with practical experience using Microsoft applications;
  • Excellent written and oral communication skills in Russian and English, knowledge of Tajik would be an asset; 
  • Holding a valid driving license;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.


Remuneration Package:

Monthly remuneration, subject to social security deductions is 1,169.58 EUR. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
