The minimum required qualifications were determined in view of the specific duties and responsibilities of this position.

 

The specific language requirements for this position are detailed hereunder. However, candidates applying for the professional category vacancies who have not already successfully completed their probationary period within the ILO and whose mother tongue is not one of the working languages of the Office (English, French and Spanish), shall be required to possess a fully satisfactory working knowledge of at least one of the ILO working languages. If appointed they may be required to acquire a knowledge of a second working language of the Office during their initial years of service.

Introduction

The ILO’s Corporate Services Cluster (CS) encompasses the functions and structures of Human Resources, Financial Management, Strategic Programming and Management, Internal Services and Administration, and Information and Technology Management.

The incumbent provides advice and support to the Assistant Director-General of the CS Cluster in leading the development, implementation, and coordination of the strategic direction and management of the Cluster. 

The incumbent reports to the Assistant Director-General of the CS Cluster.

Specific Duties

1.Provide senior-level advice and support to the Assistant Director-General and to managers in the  Cluster on policy and operational matters related to the ILO’s Corporate Services functions. 
2.Provide advice to the Assistant Director-General and managers in the Cluster on the development and implementation of innovative and integrated strategies, policies and approaches and good management practices to optimize Office-wide management and administration services. Provide support with coordinating change management and Office-wide reform initiatives.
3.Assist in the formulation of Programme and Budget proposals, and the implementation of decisions that impact upon the cost-effective management of the Cluster. Develop a variety of criteria to measure programme effectiveness.
4.Facilitate the Assistant Director-General’s engagement with governments, employers’ and workers’ organizations and the UN and multilateral system.
5.Provide advice to the Assistant Director General on ILO’s representation at global, interagency, administration and management forums and in the implementation of the UN development system in relation to implications for operational and programming activities.
6.Monitor issues arising from meetings of the Senior Management Team (SMT) and the Global Management Team (GMT); coordinate ILO inputs from the relevant departments and units prepare briefing materials for the Assistant Director-General and advise on appropriate follow-up.
7.Contribute as a strategic member of the management team and prepare documents of a conceptual, strategic and policy nature.
8.Assist the Assistant Director-General in representing ILO in High-Level Committee on Management (HLCM) and in Chief Executives Board for Coordination (CEB) fora, and in enabling the coordination of the United Nations intergovernmental bodies.
9.Coordinate preparation for Governing Body (GB) meetings and other high-level meetings and events; ensure efficient communication and briefings, and the preparation of high-quality policy papers and reports by the relevant departments.
10.Recommend and facilitate appropriate representation of the cluster at relevant meetings and events and ensure appropriate briefings and reports are prepared and follow-up action is carried out.
11.Facilitate collaboration, knowledge sharing and the introduction of new procedures for the dissemination of information within the Cluster, as well as with other headquarters departments and field offices.
12.Participate, as required, in work involving internal and external administrative and oversight bodies, including the Joint Negotiating Committee, auditors and the Joint Inspection Unit.
13.Represent the work unit and the Office in internal and external meetings as requested by the Assistant Director-General.
14.Liaise and follow-up with CABINET on matters related to the work of the Cluster. 
15.Perform other relevant duties as may be assigned by the Assistant Director-General.

Required qualifications

Education

Advanced university degree (Master’s or equivalent) in public administration, economics, political science, law or other relevant field.  
A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the required experience stated below, will be accepted in lieu of an advanced university degree.

Experience

At least ten years of progressively responsible experience, including at the international level,  related to one of the functional areas covered by the Corporate Services cluster. Experience in more than one of these functional areas or in a coordination or managerial role is an advantage.

Languages

Excellent command of one working language (English, French, Spanish) of the Organization and a working knowledge of another working language.

Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
  • The first contract will be issued for a twenty-four month period.
  • A successful external candidate will be on probation for the first two years of assignment.
  • Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
