Background:

The OSCE Programme Office in Bishkek (POiB) plays a crucial role in supporting the host State in effectively addressing corruption, advancing digital transformation, and fostering good governance at both national and provincial levels.
According to the Concept of Digital Transformation “Digital Kyrgyzstan 2019-2023” and the Decree of the President of the Kyrgyz Republic №27 “On further measures to improve the availability and quality of state and municipal services to the population” from February 8, 2021, key and strategically important information systems such as the Interagency Electronic Interoperability System “Tunduk” and the State Portal of Electronic Services are being actively implemented at present.
With this regard, and in order to develop priority areas for the digitalization of the Kyrgyz Republic, the Decree of the President of the Kyrgyz Republic, “On further measures of digital transformation of the Kyrgyz Republic”, was adopted, which formed the Supervisory Board on Digitalization under the President of the Kyrgyz Republic.
Currently, the State Institution “Tunduk” has the functions of technical coordination in the field of digitalization, the main objectives of which are to create and promote a mechanism for the development of digitalization, digital transformation, building end-to-end digital processes, implementing the transition to a new technological way in all spheres of life.
Expert support is required to further enhance and refine the delivery of public and municipal services through the State Portal of Electronic Services.
The consultant shall be directly supervised by the State Institution “Tunduk” under the Ministry of Digital Development of the Kyrgyz Republic and the Economic and Environmental Department (EED) of the OSCE Programme Office in Bishkek.

 

Objective of Assignment: 

The consultants will contribute to the development of new services and the modernization of existing automated information systems. 

 

Duration of Assignment:

Maximum (six) 9 months

 

Tasks and Responsibilities:

Under the overall supervision of the State Institution “Tunduk” and Programme Manager, EED/POIB, the successful candidate will be tasked with the following duties:

  1. Develop new electronic services to be included in the State Portal of Electronic Services “Tunduk” (SPES “Tunduk”);
  2. Finding and fixing bugs in the information system (SPES “Tunduk”);
  3. Creation of functional Application Programming Interfaces (APIs) (REST: Representational State Transfer; SOAP: Simple Object Access Protocol);
  4. Documenting information systems that are being developed;
  5. Creation of unit tests;
  6. Updating the functionality of the developed information systems;
  7. Creating additional interconnected systems;


Deliverables:

  • Consultant Deliverables Report with a detailed description of work conducted within the given assignment;
  • Drafts of developed documents;
  • Supporting documents (lists of participants, meeting reports, etc.).

Necessary Qualifications:

  • University degree in Information Technology (IT) or relevant fields;
  • Minimum two years of professional experience in the field of IT;
  • Working experience with the NET or Core platforms;
  • Knowledge of programming languages: Java, C#, and Python;
  • Experience with technologies: RabbitMQ (Apache MQ, ActiveMQ, IBM MQ), ORM, EF, JPA Hibernate (QueryDSL), REST, SOAP, JSON, XSD; OAUTH2/OpenID;
  • Knowledge of Data Structures and Algorithms;
  • Knowledge of DBMS: MS SQL Server, PostgreSQL, MySQL, CI/CD (Kubernetes, Docker), AWS;
  • Experience working with GIT, Jira;
  • Experience working with the interdepartmental interoperability system “Tunduk”;
  • Excellent skills in both written and spoken Russian; working knowledge of English and Kyrgyz is an added advantage;
  • Demonstrated gender awareness and sensitivity and an ability to integrate a gender perspective into tasks and activities;

 

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, tasks and deliverables for this position and in accordance with the OSCE established rates.
