The Project Supervisor ESQ (Environment, Safety & Quality) serves as a member of the Engineering Projects Team and is responsible for pre-project compliance on all engineering projects as well as on-site projects supervision of contractors and MFO support teams, including all environmental, safety and quality aspects. Working alongside individual project managers, the Project Supervisor ESQ facilitates the completion projects through robust inspection and review mechanisms, to ensure delivery is within time, scope, cost, and quality constraints, and to the requisite standard of quality, aesthetics, functionality and technical compliance.

Responsibilities

·         Assists project managers (PMs) to review project scopes against end-user requirements and identify and advise on all potential construction and engineering solutions that may positively impact quality, time, and cost.

·         Through site surveys, perform risk assessments on each project at the front end, highlighting to PMs potential issues and obstacles to effective and successful project delivery, with appropriate and effective solutions.

·         As part of the Quality Assurance (QA) process, review contractor submittals and MFO bills of materials (BOMs), to ensure compliance to project specifications and make recommendations on alternative methods of project execution and material components which can improve project process and performance.

·         Working with individual PMs and The Force Safety Officer (FSO) ensure that all safety aspects have been considered at the front end of each project including review of contractors’ site-specific safety plans. Advise the PM on safety deficiencies. 

·         Review project scopes in the context of the MFO’s environmental policies, and recommend potential courses of action that promote environmental best practice such as: energy efficiency in buildings, alternative energy sources, reduction of reactive maintenance, reduction of waste and pollution, et al.

·         Be the principal conduit between the Projects Team and other support elements of the MFO, ensuring that effective coordinated support is provided to Projects as necessary. This includes support for ground scans and surveys, plant availability, crane lifts, fire inspections, temporary power connections, inspection, commissioning and the like.

·         As part of the Quality Control (QC) process, monitor and track the performance of contractors employed on construction projects through regular site inspections, providing guidance and solutions to overcome on-site issues and reporting quality deficiencies.

·         Assist the PM and be responsible for the final inspection, testing and commissioning process of new facilities ensuring that they meet the standards required for warranty and turnover to the end user, and FEO Facilities Team for preventive maintenance. 

·         Assist the PMs in the creation and development project plans including, but not limited to quality assurance and control; advance hazard analyses and site-specific safety and risk; project tracking and control; time management; and training plans for safety, including toolbox talks.

Knowledge Skills and Abilities: 

·         A thorough working knowledge of construction engineering disciplines and trades associated with project construction.

·         A working knowledge of Microsoft Office applications (Word, Excel, Outlook). 

·         An excellent standard of written and spoken English.

·         A robust understanding of engineering and construction regulations, including UK electrical and building codes as well as Health & Safety Training and accreditation. 

 

Education and Experience

·         Technical college graduate, with major coursework in Engineering, Project Management, or related trades field. 

·         Post-graduate studies and courses are desirable, including technical trades, project management (PMP/Agile/P2), estimating, construction quality management and safety. 

·         A minimum of ten years’ experience in a construction and engineering environment, and a minimum of 5 years’ experience working directly with contractors and associated trades. 

·         Experience working within a multinational environment. Prior military/Middle East construction trades and projects experience.
