Job Description

JOB OVERVIEW/SUMMARY: In response to the flood situation in Libya, the IRC launched an emergency program which aims to provide life-saving medical care and integrated protection services. Expanding its protection interventions, with a focus on community-based protection, rule of law, child protection, Women Empowerment including GBV response and prevention, and MHPSS across all its project locations. The Senior Child Protection Assistant will lead, supervise and guide a team of CP facilitators /assistants and community outreach volunteers, on  the planning and the implementation of psychosocial support activities for children at the selected locations within the flood affected areas and support community outreach activities for parents and caregivers, plan and organize awareness sessions on child protection, participate in data collection, surveys, prepare reports and perform other child protection related duties as may be guided from time to time.

MAJOR RESPONSIBILITIES:


In conjunction with the Child Protection officer, develop child protection activities plans appropriate for the beneficiaries at the safe spaces and in outreach locations.
Ensure timely and technically sound implementation of all Child protection PSS, recreational and Information dissemination activities for children, caregivers and community members.
Plan, organize and lead the conduction of PSS sessions, recreational and awareness sessions based on IRC's modules in selected locations.

Identify child beneficiaries in need of referral to the Child Protection caseworkers and communicate their information to the Child Protection Officer for follow-up.

Ensure that project activities develop and are implemented in line with IRCs mandate, policies, procedures and country strategy, including donors’ requirements, national and international rules and guidelines.
Directly supervise Child Protection facilitators /Assistants and Community outreach volunteers processing their timesheets, leave requests, asset needs, evaluate their performance and hold weekly/monthly team meetings.
Conduct capacity assessment and implement the required capacity building support to child protection facilitators /assistants and community outreach volunteers including on-going coaching and mentoring.
Undertake field visits to provide technical mentorship and supervision as well as regularly monitoring of the progress of the CP activities.
Ensure members of the Child Protection facilitators and assistants abide by the Code of Conduct, confidentiality, humanitarian principles, and international/organizational codes of practice.
Leading in ensuring accurate data is collected, entered the database and detailed analysis provided using the right tools and in consultation with the information management team and the supervisor.
Participate in conducting surveys, needs assessments, safety audits, and service mapping exercises.
Compile, monthly, and weekly submissions of plans, data and reports both qualitative and quantitative, in relation to child protection program activities.
Participate in activity planning meetings and share activity reports with the supervisor on a weekly basis or as be required.
Support the logistical arrangements of the relevant activities at the selected locations within the flood affected areas and in the community.
Contribute to the procurement of materials used for the implementation of relevant activities.
Attend child protection and other relevant trainings organized by the IRC.
Participate and collaborate in other activities conducted by IRC staff in target communities or identified safe spaces.
Perform any other duties as may be guided by the supervisor.

Key Relationships
Position Reports to:  Child Protection Officer
Staff management: The Senior CP assistant will manage CP Facilitators /Assistants and community outreach volunteers (COVs).

Working Environment:  This position will be based at the selected locations within the flood affected areas and involve outreach activities, including travelling between flood affected areas in the region. 

Qualifications

Job Requirement
Bachelor’s degree in relevant field – education, social sciences, etc.
At least 2 years of experience in leading and implementing child protection activities, including implementing PSS activities and working with vulnerable groups in emergency/conflict or post-conflict settings.
Experience in participatory approaches and child participation methodologies.
Familiarity with child protection programming including psychosocial support, access to education and health, community-based child protection as well as other various protection measures to ensure children’s safety.
Proven experience in delivering training to children and adults.
Good understanding of the local context and cross-cultural sensitive issues
Good communication skills with fluency in written and spoken English and Arabic languages.
Basic computer skills including Microsoft Word and power point.
Experience in regular report writing.
Ability to take initiative and adapt to changing circumstances and priorities.
Demonstrated high level of flexibility, responsiveness, and reliability.
Ability to work under pressure and strong time management skills to meet both short-term and long-term objectives.
