Purpose of consultancy

The consultant will support the implementation of the SDG3 GAP monitoring framework, including the rollout of questionnaires for national governments, country facing teams and HQ, working closely with the country and regional offices and the other SDG3 GAP agencies.

Background

The SDG3 GAP Secretariat is looking for a country-level partnerships, planning and monitoring expert to support the implementation and monitoring of GAP at country-level, including the roll-out of the WHO Programme Budget 2024/25, supporting the integration of SDG3 GAP in operational planning at regional and country level and the tracking of implementation progress.

Deliverables

  • Deliverable 1: In collaboration with Regional and Country Offices recommend strategies to strengthen and broaden SDG3 GAP reach and implementation in countries to be incorporated into possible strategic reprioritization of the SDG3 GAP.
    Expected by 30th September, 2024
  • Deliverable 2: Report on implementation of SDG3 GAP in countries, including updating overview of country level GAP implementation by WHO Region and with consideration for Accelerator focus.
    Expected by 30th December, 2024
  • Deliverable 3: Provide input and report on ROs and COs application of guidance note for integration of the SDG3 GAP in the implementation of WHO PB2024/25 at country and regional office level.
    Expected by 30th December, 2024
  • Deliverable 4: Provide regular updates to country leadership on GAP implementation and activities, including coordinating and facilitating regional and country dialogues where needed.
    Expected by: ongoing throughout consultancy.
  • Deliverable 5: Provide input to the potential rollout of a third tranche of catalytic funding to COs, including review of proposals and collection and summary of country office reporting on the use of funds.
  • Deliverable 6: Provide input to the rollout of the SDG3 GAP’s Monitoring Framework by coordinating the data collection and analysis of government, country-facing team and HQ questionnaires on perceptions of the status of alignment within the multilateral system in countries, including provision of technical support and timely follow up with relevant authorities.

  • Deliverable 7: In collaboration with SDG3 GAP Secretariat provide input to the preparations of SDG3 GAP Country case studies in accordance with the SDG3 GAP monitoring framework by identifying COs, initiating discussions, conducting induction meetings with external consultant and COs to identify best features of the case study and continue to support CO and external consultant until final draft before handoff for publishing.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

  • First-level university degree in social sciences or another relevant field.

Desirable:

  • Advanced university degree in public health or another relevant field.

Experience:

Essential:

  • Minimum of 5 years of national and international relevant experience, including experience in public health programme management and international development.
  • Proven experience in managing multi-partner /multi-country projects, including planning, monitoring and strategic management.

Desirable:

  • International experience and demonstrated ability to work in a cross-cultural environment and awareness of working conditions of Ministries of Health in Low- and Middle-Income countries.

Skills:

  • Proven ability to work and produce results in a fast-paced, complex, and politically sensitive environment.
  • Good knowledge of international global health and development issues.
  • Excellent writing skills.
  • Computer literacy in MS Office standard and tele-working applications.
  • Ability to work in close collaboration with team members and external partners.
  • Expertise in communication coordination and planning.
  • Social media content creation.

Languages required:

Essential:

  • Expert knowledge of English.

Desirable:

  • Working knowledge of another UN language.

Off site: Home-based.

Travel

The consultant is expected to travel.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level B - USD 7,000 - 9,980 per month.

Living expenses (A living expense is payable to on-site consultants who are internationally recruited):
