Purpose of the Assignment:

The overall objective of the consultancy is to support the existing HMIS system, through implementing Data Review procedures, Data Quality improvement and Data Use in Somalia/Somaliland. The consultant will support the national HMIS system in improving use of DHIS2 through Data Review processes at different levels, laying down and implementing Data Quality Improvement and Use procedures at national and regional levels.  S/he will be based in Somalia and support the program activities with frequent travel (80% time) to Somaliland and the states under FGS. The position will work closely with Somali Government counterparts, and will also report to the Chief of the Global Fund unit working closely with the Program Manager for GF – Malaria. Collaboration with other UNICEF Health Specialists and colleagues in UNICEF Somalia Support Centre (USSC), Nairobi will also be required.

Qualifications of Successful Candidate:

Education:

  • Advanced university degree in IT, public health, social sciences, statistics, planning development, and/or related field is required.
  • Degree in epidemiology or biostatistics will be an added advantage.

Experience:

The consultant is expected to demonstrate that s/he has a track record of no less than two years executing similar undertakings specifically related to data systems at national and sub-national levels.

The consultant is expected to have high level of experience in designing and implementing program monitoring and evaluation systems, with practical experience in health and health related program monitoring, evaluation, and DHIS2.

Conditions of Work:

The consultant will be based in Somalia. Planned field missions will be made into Somalia according to an agreed work plan to be developed at the beginning of the consultancy. This position does not support relocation expenses.

General Conditions: Procedures and Logistics:

The assignment will not exceed five months. The consultant will be expected to commit him/herself to undertake the assignment on agreed dates. This is a task-based assignment and the consultant shall be expected to confirm availability within the agreed time frame. 

Under the consultancy agreement, a month is defined as 21 working days, and fees are prorated accordingly.  Consultants are not paid for weekends or public holidays.

No contract may commence unless the contract is signed by both UNICEF and the consultant. For international consultants outside the duty station, signed contracts must be sent by fax or e-mail.  Signed contract copy or written agreement must be received by the office before Travel Authorization is issued. No consultant may travel without a signed travel authorization prior to the commencement of the journey to the duty station. UNICEF will buy the tickets of the consultant.

The consultant is expected to provide his/her own working tools (e g laptop) to complete this assignment.

Exit and penalty provision:

The consultant and UNICEF may agree to reschedule deadlines if unforeseen circumstances arise. In the event that such rescheduling has not been agreed in advance by exchange of letters, and submission of scheduled drafts should not occur within the deadlines indicated within these TOR and the implementation framework, a fine of two percent of the total value of the contract may be deducted. In the event UNICEF are unhappy with the work produced by the consultant, they may opt to terminate the contract or mutually agreeable terms. Likewise, if the consultant is unhappy with new conditions given by its client it may opt to withdraw on mutually agreeable terms.
