The EIE Officer will support UNICEF carry out its role of the Co-Chair of the EIE WG to ensure a smooth and coordinated transition of humanitarian-development coordination from Closer to the Ministry of Education and Higher Education. The officer will also serve as the Education Cluster focal point with OCHA and other key stakeholders. The Officer will lead the development of the Education Humanitarian Needs Overview and Humanitarian Response Plan for 2018 and will implement the Education in Emergencies WG work plan in partnership with the MoEHE. By working closely with the Ministry, the Officer will also strengthen emergency management functions within the Ministry and will act as the technical advisor for the development and implementation of the Education Sector contingency plan. The officer will also support L4D Section in emergency programming, specifically development of HRP project sheets, inputs into SitRep, Section contingency planning and support to implementation of HRP projects including protective presence and emergency preparedness in West Bank and Gaza.

Purpose of the Position

Under the supervision of  the Chief, The EIE Officer will support UNICEF carry out its role of the Co-Chair of the EIE WG to ensure a smooth and coordinated transition of humanitarian-development coordination from Closer to the Ministry of Education and Higher Education. The officer will also serve as the Education Cluster focal point with OCHA and other key stakeholders. The Officer will lead the development of the Education Humanitarian Needs Overview and Humanitarian Response Plan for 2018 and will implement the Education in Emergencies WG work plan in partnership with the MoEHE. By working closely with the Ministry, the Officer will also strengthen emergency management functions within the Ministry and will act as the technical advisor for the development and implementation of the Education Sector contingency plan. 1. Accurate, complete and up-to-date information made available for effective budget preparation, programme and project design, implementation, management and evaluation in a gender-specific framework.

2. Project efficiency and effectiveness enhanced through effective implementation follow-on, including with all implementing partners.

3. Progress reports and project work plans timely prepared, and effective technical assistance provided; in sharing them with key partners, in the identification of required supplies and equipment, and in the drafting of project documentation.

4. Appropriateness and completeness of financial and supply documentation as well as adherence to established allotments ensured.

5. Knowledge sharing with donors, media and all strategic partners promoted with an emphasis on gender and equity.

6. Effective communication and networking achieved through partnership and collaboration and coordination among Education system actors strengthened.

KEY ACCOUNTABILITIES and DUTIES & TASKS 

Within the delegated authority and under the given organizational set-up, the incumbent will be assigned the primarily, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results.

  1. Support UNICEF to co-lead EIE WG meetings, including preparatory work on identifying priority issues for discussion and formalizing the meeting agenda; preparing meeting minutes and following up on actions points.
  2. Ensure that the EIE WG’s work is aligned with Ministry priorities, and work with the Ministry to develop a suitable monitoring framework for member projects;
  3. Lead UNICEF’s coordination role on the 2018 HRP and HNO development process, in particular in collection and vetting of HRP project sheets and drafting of HPC documents.
  4. Represent Education Cluster in the National and West Bank InterCluster Coordination group (ICCG)
  5. Be responsible for implementation of ICCG workplan including coordinating quarterly  reporting on HRP
  6. Track and monitor funding and progress for education specific interventions
  7. Ensure timely and coordinated response, especially for incidents related to violations and attacks against education.
  8. Strengthen linkages among key actors in EiE, and between MoEHE and interested donors, and support MoEHE efforts in promoting their emergency strategies and programs among partners and donors.
  9. Strengthen linkages, as practical, between the MoEHE, the EiE WG and the Education Sub Cluster Gaza;
  10. Organise and facilitate training (as per develop capacity development plan) to meet the learning needs of the Ministry and partners and encourage the support from cluster partner agencies for addressing the capacity building as appropriate, based on their respective core competencies.
  11. Support the implementation of the contingency plan for education in the West Bank, ensuring ministry’s leadership, and act as a technical advisor for the MoEHE when needed.
  12. Monitor and problem solve any implementation challenges arising during the rolling out of the integration timeline or capacity development plan;
  13. Provide technical support when needed to Gaza sub cluster and ensure that sub cluster key messages are discussed in the national ICCG meeting and raised to the Humanitarian Country Team (HCT) where relevant.
  14. Facilitate the work of the EiE WG steering committee through scheduling regular meetings, drafting agenda items and meeting minutes and follow up on action points.
  15. Communicate key EiE related messages to the HCT through EiE WG Steering Committee members
  16. Represent the EiE WG in the advocacy WG meetings and provide technical inputs on publications and advocacy messages produced by the WG.
  17. Support UNICEF and Save the Children efforts on improving Education related CAAC data collection and reporting.
  18. Manage UNICEF work on producing a research paper on analysis of policies and regulations related to Education in East Jerusalem.
  19. Support preparation of UNICEF HRP project sheets and the implementation of funded projects in WB and Gaza.
  20. Contribute to Sitrep, Section contingency planning and supply prepositioning.

Qualifications of Successful Candidate

1. Education

Master’s degree in education, international development, social policy or related field. Bachelor’s degree with above 5 year’s relevant work experience may be considered.

2.Experience

At least 5 years’ of work experience in education planning and management;

Experience with development or humanitarian organizations, preferably those working in the field of education in emergencies;

Familiarity with the Cluster Coordination and OCHA work;

Experience building capacity of government or non-government actors, with preference for candidates familiar with the MoEHE;

3.Language Proficiency

Fluency in Arabic and English (verbal and writing).
