The purpose of this consultancy is to provide technical assistance to HQ, regional and country offices to programme for WASH in schools, review of documentation, contribute inputs to guidance documents and advocacy to improve quality of programming and document lessons learnt.

Background & Rationale

UNICEF’s vision for water, sanitation and hygiene (WASH) is the realization of the human rights to water and sanitation for all. UNICEF’s WASH in schools programme will contribute to the realization of this vision focusing on SDG 6, targets 1 and 2, - by 2030, achieve universal and equitable access to safe and affordable drinking water for all; and by 2030, achieve access to adequate and equitable sanitation and hygiene for all and end open defecation, paying special attention to the needs of women and girls and those in vulnerable situations, respectively. The WASH in schools programme will also contribute to the WASH vision  through SDG 4, target 4.a  which includes WinS with an associated indicator of the “proportion of schools with access to: (e) basic drinking water; (f) single-sex basic sanitation; and (g) basic handwashing facilities” as part of “safe, non-violent, inclusive and effective learning environments”.

Safe drinking water, sanitation, and hygiene in schools (WASH) and early childhood development centers helps fulfil children’s rights to health, education and participation. To ensure safe WASH for school children, UNICEF partners with national governments, NGOs, civil society, research institutions and academia to support and advocate for its delivery.

Over the 2016- 2030 WASH strategy, UNICEF’s work on WASH in schools will focus on accelerating efforts to institutionalize WASH in schools within the education sector, including the financing and monitoring of WASH in Schools within national education systems; develop and refine evidence-based intervention models such as the cost-effective Three Star Approach, which focuses on the promotion of daily group handwashing with soap and a stepped approach to improving conditions in schools; developing models to reduce bottlenecks for upscaling, such as the high cost of water supply systems, issues of sustainability, and WASH facility maintenance.

Purpose

The purpose of this consultancy is to provide technical assistance to HQ, regional and country offices to programme for WASH in schools, review of documentation, contribute inputs to guidance documents and advocacy to improve quality of programming and document lessons learnt. 

Key Objectives 

1. Provide advice and technical support to regional and country offices to review WinS programme documents including policies, proposals, strategies, reports and TORs.
2. Produce knowledge products and publications, including WinS background papers, fact sheets, guidance notes, briefing notes to strengthen UNICEF WinS programmes.
3. Support to the organization of regional and global learning and other events on WinS.
4. Support the WinS Specialist to develop UNICEF materials for dissemination at the WinS regional and global learning and other events. 

Duty Station 

The consultancy is home based with occasional travel to UNICEF HQ in New York, Country and Regional Offices whenever necessary. 

Expected Deliverables

Expected results of the consultancy for WASH in Schools are: 

Key Competencies, technical background and required experience 

• Advanced University degree in Engineering, Public Health, or Social Sciences
• Minimum of 7 years of experience in the WASH sector and/or Public Health
• Experience of UNICEF WASH in Schools programming
• Skills in reviewing documents, producing programme guidance materials
• Strong analytical and report writing skills
• Experience of working cross-culturally in development required
• Understanding of the work of the UN, and UNICEF in particular is an added advantage.

Remarks

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
