Background
and Context
DRC Iran has worked to
support the most vulnerable Afghans resident in Iran since 2012. Within the
last 12 months, there have been significant contextual openings with regard to
support for families and community services, and in particular for access to
services for the most vulnerable. In this context, DRC aims to strengthen its
child protection work, targeted specifically at Afghan populations in Tehran,
Alborz, Isfahan and Fars, in 2018. This is in line with the objectives of DRC
as an organisation in Iran, which are 1) “To empower displacement affected
people to become more self-reliant in pursuing transitional and durable
solutions” and 2) “To ensure that access to rights and essential services of
the most vulnerable among displacement affected people is protected.”
DRC’s funding comes
primarily from the German Foreign Office (FFO), the European Commission
Humanitarian Office (ECHO) and DANIDA. DRC aims to submit proposals in 2018
which support the openings which exist and strengthen its approach to supporting
children.
Scope
and Focus
Strategic
Objective:
The consultancy should
support the development of DRC Iran’s focus on family support and child
protection for Afghans living in Iran. It has a dual objective, which is 1) to
work with the protection team and build their capacity to implement the
strategy developed with them in 2017 and 2) to undertake the research and
analysis and support the development of achievable and realistic child
protection projects and programs for 2018.
Methodology
It is anticipated that the consultant will use the
following methodologies:
- Desk review: The desk review is anticipated to include, at a minimum:
- Strategy and context review: The consultant should review the strategy that has been prepared, using a participatory methodology, for DRC Iran for 2018 (strategy duration of approximately 18 months). It is also anticipated that the consultant will review the context through the SSAR, UNHCR’s Solutions and Resilience document, and other INGO and DRC documentation
- Analysis of relevance and applicability of protection standards to Iran: Given the particular constraints and opportunities within Iran, the consultant will review child protection guidelines and standards and identify some of the most relevant and practical ways forward to develop child protection programming in the Iranian context
- Key Informant Interviews and Capacity Building: The consultant should conduct key informant interviews with DRC protection staff as well as staff among other key stakeholders (UNHCR, INGOs, LNGOs if relevant and possible). Based on this, the consultant should support development of capacity building materials, for DRC staff and partner staff, for use in 2018. The capacity building materials should be tailored to the current needs and capacities of the DRC Iran program
- Program Development: The consultant should review the current protection activities funded by the German and Danish governments, and should develop proposals for 2018 programming. This should include identification of concrete activities, budgeting for the activities and development of the links between the activities and DRC Iran’s protection strategy. Finally, the consultant should provide a risk analysis related to development of backup plans in case certain activities cannot be put in place.
Outputs
It is expected that the
consultant will deliver the following outputs during the assignment:
- Preliminary Desk Review (approximately 10 pages)
- Capacity building materials for DRC Iran staff and partners, to be used in 2018, in line with the DRC Iran 2018 protection strategy
- 2 (sub) project proposals with detailed logframes, activities, costings

Desired Qualifications &
Selection Criteria
- The consultant should have the following background and experiences:
- Technical knowledge on child protection programming
- Strong background in Iran and / or Afghanistan
- Strong proposal development skills
- Capacity building experience and ability
- Relevant academic background (Masters level)
- Networking and interpersonal skills
- Previous experience in conducting similar program development projects would be an advantage.
Terms
for submission of application/proposal
Preparation
of the application/proposal
Consultants who meet the
requirements should submit an application, which must include the following:
(i) A personal statement (ii) a brief statement on the proposed study
methodology including a detailed work plan (ii) financial and technical
proposal, including daily cost per major activity, (iii) An updated curriculum vitae
showing qualifications and experience (iv) samples of abstracts of previous
research/work if relevant.
Validation
of the Proposal
The Consultant shall submit technical and financial proposal and is to include
the name and contact details of the consultant. The Consultant shall bear all costs
associated with the preparation and submission of the proposal. All cost should
be quoted in USD and will be considered as final (unless changes are made in
agreement with DRC upon signing of contract).
Withdrawal/Termination
This agreement shall be effective as stipulated in the contract upon
signing.
DRC may terminate this agreement with immediate effect on occurrence of
any irregularities, anomalies relating to project implementation and
non-compliance of any terms and conditions as agreed upon in the contract.
In the event of a major natural disaster, war or major civil or political
unrest the contract may be renegotiated and jointly revised between the two
parties recognizing any consequent change in the environment for implementation.

The budget of the consultancy should be broken down as below:
A. Consultancy fees
B. Transportation costs (international and domestic)
C. Miscellaneous (printing fees etc.)
The Consultant may include/exclude any necessary heads from the above
mentioned format. All the pages of the financial proposal should be signed by the
Consultant.
Confidentiality
All information presented,
obtained and produced concerning the consultancy, the partners and
beneficiaries during the Consultancy is to be treated as DRC property and is
considered as confidential for all other purposes than what is outlined in the
ToR.
Selected Consultant is upon
signing of the contract required to sign a confidentiality agreement. The material presented by DRC and prepared by
the Consultant cannot be sold, used or reproduced in any manner (partially or
in full) by the Consultant without prior permission from DRC.
