Background information – DFS

The United Nations Department of Field Support, Information and Communications Technology Division (UN DFS-ICTD) is responsible for the delivery of applications that satisfy the requirements of the Departments of Peacekeeping Operations and Field Support (DPKO/DFS) missions as well as Special Political Missions (SPMs). DFS has implemented a range of systems to address the principal requirements of peacekeeping operations and to support and enhance the processes DFS undertakes.

Umoja is the project approved by the General Assembly resolution 63/262 that aims at the transformation of the United Nations Secretariat by enabling high-quality, cost-effective service delivery to support the execution of evolving mandates everywhere the Organization operates.

Umoja, which means "unity" in Swahili, will unite the many support and administrative entities throughout the Secretariat, including in peacekeeping and field missions, through re-designed and common processes for the management of all financial, human and physical resources; a single integrated information system; and training of staff.

UNOPS has been requested to assist in the implementation of this activity.

Functional Responsibilities

Under the overall supervision of the UNOPS Programme Manager and under the direct supervision of the Data Conversion Team Lead, the Data Conversion Analyst will be responsible for the following duties:

Works as part of data factory team to provide technical expertise in delivering conversion program of work for supply chain and inventory management system

Works closely with data specialist and technicians in assisting them with the technical aspects of conversion

Analyzes and determines information needs and elements, data relationships and attributes, data flow and storage requirements

Reviews and test utility programs/scripts to automate legacy data conversion, ensures accuracy and validity of data.

Interpret data on logistics elements, such as availability, maintainability, reliability, supply chain management, strategic sourcing or distribution, supplier management, or transportation

Analyzes source and target system attributes and create detailed mapping between old data elements and new data elements.

Runs conversion programs as and when needed

Ensures that all data is migrated accurately by performing data verification and providing the data reconciliation reports

Ensures that all ongoing data transformation, de-duplication, extraction and load functions once ready for production deployment are documented in detail.

Develops data dictionaries and database structure and layout.

Assists project and change coordinator in delivering milestones, explain proposed solutions to customers, management, or other interested parties through written proposals and oral presentations

Works closely with process design advisory specialists, ERP team and clients in translating business requirements into technical specifications

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS

Performs other related duties as required

Education/Experience/Language requirements

Education

Advanced University Degree (Masters or equivalent) in Information Systems and/or Information Technology, Computer Science, Business Administration or related field. A first level university degree and two additional years of extensive relevant experience maybe accepted in lieu of advanced degree.

Experience

A minimum of two years of professional experience in information technology, project management, and business analysis is required.

Good working knowledge of Supply Chain Management, Logistics, Warehousing and Inventory Management is required.

Good working knowledge of Material Master, Inventory Usage, Supply Systems and movement of goods is required.

Experience with ERP and Supply Chain System is desirable.

Excellent data analysis and data conversion skills.

Experience in one of the market leading ETL and SQL tools is required.

Ability to maintain consistency in delivering technical solution by analyzing business requirements and design specifications required to meet the diverse needs of the business.

Ability to clearly understand project scope and delivery expectations.

Languages

Fluency in written and spoken English is required. Fluency in one or more official UN languages is desirable.
