Organizational Setting


The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the Agency's activities to protect people and the environment from radiation exposure, and responds to the safety and security related needs of its Member States.


The Division of Radiation, Transport and Waste Safety (NSRW) develops and maintains standards for radiation protection, radioactive waste safety, and safety in the transport of radioactive material that enable the beneficial uses of radiation to be used while ensuring appropriate protection of workers, the public and patients. It also assists Member States in the implementation of these standards and provides related services.


The Regulatory Infrastructure and Transport Safety Section is responsible for providing Member States with safety standards, guidance and tools to foster regulatory infrastructures for the control of radiation sources, for the safe transport of radioactive material and for managing information to  identify the needs of Member States with a view to improving radiation, transport and waste safety.


The Control of Radiation Sources Unit is responsible for the development of standards for regulatory infrastructure for the control of radiation sources, and for providing for the application of these standards in Member States. It is also responsible for the Code of Conduct on the Safety and Security of Radioactive Sources and the associated import/export guidance. It organizes Integrated Regulatory Review Service (IRRS) and advisory missions related to the control of radiation sources.

 

Main Purpose
 
The main purpose of the consultancy is to assist the Control of Radiation Sources Unit in the development of a web version of the Self-Assessment of Regulatory Infrastructure for Safety (SARIS) tool with functionalities to enable completing online all phases of a self-assessment lifecycle from responding to questions up to developing an action plan for improvement.



 

Functions / Key Results Expected

  • To develop a web-based functionality for responding to questions;
  • To develop online functionality for conducting analysis to responses;
  • To develop online functionality of developing an action plan, based on the recommendations provided during analysis phase;
  • To develop online functionality of generation of reports (including responses, analysis and action plan);
  • To develop additional variants of this web platform for different set of questions;
  • Develop screen-shot oriented information on expectations and help.

 

 

Qualifications and Experience

 

  • University Degree - Computer Science, Information Systems or related field;

  • At least 5 years of experience in Software Engineering using Active Server Pages with .NET Framework (ASP.NET MVC) Paradigm with MS SQL backend;

  • At least 2 years experience in developing software with AngularJS and another 2 years with Angular 2 or higher;

  • Strong knowledge of Web Front-end and User Interface development with HTML, Cascading Style Sheets (CSS), JS and jQuery, converting graphic design to HTML an asset.


Remuneration

 

The remuneration for this consultancy is a daily fee of up to a maximum of € 250, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
