The UNICEF Gender Section is seeking a consultant for managing, formatting and publishing content online and confirming that content meets the organizational web style requirements. This position will develop and implement a process for publishing content within the content management system, ensuring that content is published appropriately and in a timely manner.

Background & Rationale

UNICEF is completing the implementation of its Gender Action Plan 2014-2017 (GAP 1.0) and planning the implementation of its Gender Action Plan 2018-2021 (GAP 2.0), which is an ambitious effort at catalysing field level programming and results that advance gender equality and the empowerment of women and girls in key areas of UNICEF's work. The GAP programmatic framework defines a twin-track approach: 1) integration of gender equality outcomes across all programme areas, and 2) specification of “targeted gender priorities” focused on empowering adolescent girls. Together, these approaches strengthen UNICEF’s gender results which are prominent in all five Goals of the Strategic Plan. A key effort in the 2018-2021 period is to advance concrete programming efforts to empower adolescent girls along the five targeted priorities by maximizing the coherence, overlap, and efficiency in related interventions and resources. 

Purpose 

The UNICEF Gender Section is seeking a consultant for managing, formatting and publishing content online and confirming that content meets the organizational web style requirements. This position will develop and implement a process for publishing content within the content management system, ensuring that content is published appropriately and in a timely manner. 

The consultant will undertake consultations with team members, compile and organize existing documents and content, design identity management, custom codes, and backend systems integrations. Responsibilities will include defining, developing and implementation of gender section SharePoint sites and producing the visual elements of the teamsite application. The consultant will work with the UNICEF Gender team and IT team to bridge the gap between graphical design and technical implementation, taking an active role on both sides and defining how the application looks as well as how it works. The web-enabled system (frontend) will subsequently be linked and integrated with the web enabled document management system (backend). 

S/he will work directly with the Senior Advisor, Gender and Evaluation, and a range of stakeholders and experts at UNICEF HQ, including ICT, ECM, and the Field Result Group (FRG), as well as with Regional Offices (Regional Gender Advisors. 

Expected results: (measurable results) 

Under the supervision of the Senior Advisor for Gender and Evaluation, and in consultation with colleagues within the ICT and ECM Section, the consultant will be responsible for: 

1.     Lead user-needs gathering for content and site design to ensure a user-driven solution that is intuitive, searchable and supports staff’s ability to find the information and tools needed to do their job effectively.

2.     Create a user-friendly document tagging system and entry form/system aligned with the UNICEF ECM; Search and query function design which contributes to the design and implementation of document repositories

3.     Provide intranet architecture expertise, encompassing technical, aesthetic and functional criteria. Advise on how social tools can be integrated to encourage cross-sectoral collaboration, knowledge sharing and ideas generation.

4.     Define, develop and aid in the implementation of the SharePoint sites

5.     Set-up, configure and test the new site, and contribute to the content management and digital curation.

6.     Provide CMS training to content administrators to support ongoing site maintenance.

Key competences, technical background, and experience required Deadline 

  • Advanced University degree (Master's), preferably in information technology, education, or online communications.
  • A good understanding of and ability to work with core SharePoint features ie. Document libraries, lists, web parts, workflows, metadata, taxonomy, search, site settings and configuration, user administration.
  • Expertise in HTML, CSS, JavaScript/JQuery, XML desirable.
  • SharePoint Designer proficiency desirable.
  • A minimum of 5 years IT experience in a corporate or large non-profit setting.
  • A minimum of 4 years MS SharePoint experience, with good hands-on experience of SharePoint 2013/online.
  • A minimum of two years’ technical user support experience.
  • Experience troubleshooting, supporting, and/or administering Microsoft SharePoint 2010/2013/online.
  • Experience in change management processes an asset.
  • Expertise in the content management and design processes using MS SharePoint.
  • Strong organizational, planning, and analytical skills.
  • Excellent written and verbal communication in English.
  • Good judgment, initiative, high sense of responsibility, tact and discretion.
  • Demonstrated cultural sensitivity and ability to establish harmonious working relations in a multicultural environment.

Remarks

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
