Background

UNODC Country Office (COPAK) is mandated to provide the Government of Pakistan (GOP) with technical assistance to enhance capacity of national authorities. The government-endorsed Country Programme 2017-2020 identifies a number of key outputs with specific activities which contribute to the overall improvement and capacity of national and provincial agencies. A particular aspect of assistance relates to monitoring and evaluation.

COPAK has put in place a number of systems and databases to capture data. This data is used to inform a Monitoring and Evaluation (M&E) structure for all activities across the office. There is a high level of data available on a central database, and other data is spread among multiple locations and formats such as hard drives, excel sheets, printed reports, e-mails and other types of storage. Other data resides with other departments and organizations such as UN Agencies, NGO’s, government agencies and specialized ministerial departments.  All types of data (grouped into various Objectively Verifiable Indicators, or OVI) are required to inform the M&E System.  In order to collate, curate and analyze this high volume of data, COPAK requires the services of an experienced data analyst. 

Duties and Responsibilities

The Data Analysis Associate will undertake the following duties and responsibilities:

  1. Act as a lead data analyst and provide the M&E Team with technical guidance on best methods to collate and analyse the data and ensure the accuracy of the sources. The associate will serve as the main data analysis focal point, who is responsible for reviewing and correcting the existing data and collating any new sources that improve on the existing databases through the coordination of other staff.  
  2. Create data reports/queries and narrative reports by working with other staff in the extraction of data for visualization and other means as required.  Overall, the Associate must satisfy a sequence of reports as demanded by COPAK for regular review, production, and distribution.
  3. Plan and conduct field visits on a regular basis and report findings. These activities will be carried out to ensure that quality and quantity of data improves over time and that the M&E Team can access high-quality metrics.

Competencies

·         Excellent verbal and written communication and reporting skills in English.

·         Previous experience in data-focused research and reporting.

·         Strong technical skills in data analysis utilizing Excel, SPSS or other similar data analysis packages.

Previous experience with the UN or a UN agency is an asset

Required Skills and Experience

- Secondary School Certyificate is required. Advanced Degree in Data analysis, Research, Journalism, and Legal or Political Science, Economics or Public Administration is desirable. 

- 6 years experience in relevant field.
