The HR Officer will support the JPO unit's efforts to efficiently manage and promote UNICEF's JPO Programme, with a focus on the areas of donor relationship management, JPO recruitment, contract administration, learning and training, and monitoring and evaluation.

Purpose of the Position

The HR Officer will support the JPO unit's efforts to efficiently manage and promote UNICEF's JPO Programme, with a focus on the areas of donor relationship management, JPO recruitment, contract administration, learning and training, and monitoring and evaluation.


Key Expected Results

Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primarily, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results.

Manage a portfolio of 6 government donors and perform the following functions:

  1. Donor Relationship Management. Act as a focal point for donors in the portfolio and liaise between JPOs, Offices and donors on all matters related to the JPO Programme.
  2. Support the JPO recruitment process by implementing and administering effective and efficient recruitment procedures, ensuring organizational targets and donor related targets are consistently observed.
  1. Promote equity, transparency and consistency in the selection and placement of JPOs.

  2. Partner with supervisors and liaise with donor governments on their JPO recruitments.
  1. Ensure appropriate and timely JPO contract management and performance evaluation completion.
  1. Develop and implement plans for contract reviews, renewals and separations, ensuring timely notice to staff.

  2. Liaise with supervisors regarding timely completion and sharing of JPO performance evaluation reports. Prepare performance analysis reports for JPOs through consultation with supervisors.

  3. Conduct annual check-in calls with JPOs and supervisors to provide support, to ensure that all aspects of the JPO programme are functioning efficiently in line with the recommended JPO timeline, and to share any relevant information that may become available.

  4. Conduct exit interviews with JPOs who are separating from the programme.
  1. Support the preparation and promulgation of different reports and statistics related to the JPO programme.
  1. Liaise with Division of Financial Management (DFAM), DHR's Strategic Planning team and Public Partnerships Division (PPD) to ensure timely coordination of JPO-related reporting, including preparation of donor financial reports.

  2. Prepare accurate cost estimates for each JPO assignment to share with governments.

  3. Liaise with DHR's Strategic Planning unit on issues related to statistics, including JPO retention data.

  4. Prepare briefing notes and reports for donor visits and mission travel, and attend donor meetings as required

    5. Oversee the Career Development Portfolio for JPOs within the assigned portfolio,                     including coaching, mentoring, career counselling and buddy programmes.

  1. Organize 2 webinars a year on important topics for JPOs and their supervisors.

  2. Plan and co-ordinate the 2018 JPO Orientation Programme in collaboration with JPO team colleagues and other relevant teams within UNICEF.
  3. Support the HR Manager in the review and development of updated JPO Agreements in line with best practice, for regular and full-service support. Take the lead on researching best practice, reviewing UNICEF's current JPO Agreements with donors, and proposing changes in consultation with DHR's Policy and Administrative Law section.

  4. Collaborate with the JPO HR Officer and ICTS colleagues in maintaining and updating the UNICEF JPO Website on the Intranet and Internet on the JPO Programme.


Qualifications of Successful Candidate

  • University degree in social sciences or other relevant disciplines (human resources, business administration, international relations, psychology, etc). Additional professional training an advantage.

  • Minimum one year of relevant professional work experience, ideally in human resources.
  • Fluency in English required. Knowledge of another UN language is an asset.
