Information Management Consultant (Water Sector), Beirut, Lebanon (6 months)

UNICEF Lebanon is seeking to recruit an Information Management Consultant To rationalize, simplify and increase the effectiveness of information management systems used by the water sector which are critical for stakeholders to make informed (evidence based) strategic decisions for achieving agreed outputs and outcomes of the sector in a coordinated and collaborative approach.

Syria’s conflict has generated a crisis not only inside Lebanon but throughout the region. Now in its sixth year, this crisis has resulted in the displacement of over one million people into Lebanon alone. Today, through the Lebanon Crisis Response Plan (LCRP) the Government and partners are addressing the needs persons displaced from Syria and vulnerable affected Lebanese and Palestinian refugees. The water sector, currently one of 11 sectors under the LCRP, primarily undertakes humanitarian and stabilization type water, sanitation and hygiene related activities and projects.

Information management has been one of the greatest challenges of the response but at the same time an opportunity for developing new tools and systems. As the response is complex so is the water sector and several tools and mechanisms have been established reflecting the complexity. There is however a need to rationalize, simplify and increase the effectiveness of information management systems due to diminishing funds.

The water sector is heavily reliant on these information management systems and needs a technically capable officer to manage the rationalization and simplification and increase their effectiveness.

HOW CAN YOU MAKE A DIFFERENCE?

Guided by the 2018 LCRP response plan and the water sector results framework and on behalf of water sector partners, you will:

• Provide baseline analysis & setup dynamic analysis systems of the WASH Assessment Platform (WAP) - the new targeting and prioritization tool for the water sector in Informal Settlements.
• Complete technical modifications to the WAP to make it more adaptable (such as separating scoring system from assessment form) and able to incorporate new elements (such as linking with the Healthy Camp Monitoring Tool (HCMT)).
• Provide technical support for:
  • establishing a 3^rd party monitoring and evaluation system for the WAP and
  • extending the usage of the WAP to non-residential sites such as collective shelters and informal buildings particularly in poor urban and peri-urban areas - aligning with area-based programming guided by neighborhood/city profiling exercises.
• Compile a GIS data registry for the water sector and produce governorate level 3W maps including;
  • existing and planned water and wastewater assets and resources,
  • completed and planned projects and activities of sector partners,
  • results of key sector related studies.
• On a monthly basis, using various means of verification (including Activity Info, Projects list and WAP) manage tracking of sector progress against targets based on results framework, analyze data and present results. Develop a simplified process for automating this task.

DELIVERABLES AND SCHEDULES:

• WAP baseline and dynamic analysis. (Month 1)
• WAP technical modifications. (Month 2)
• GIS data registry and 3W maps. (Month 3)
• Develop simplified process for sector progress monitoring. (Month 4)
• Technical support to WAP 3^rd party monitoring and extending its usage to non-residential sites. (Month 5)

TO QUALIFY AS A CHAMPION, YOU WILL HAVE:

An advanced university degree (Master’s degree or equivalent) in information science, information systems, engineering, or related field.

At least five years of relevant and progressively responsible work experience, including in an international context.

Fluency in English and another UN language is required, preferably Arabic or French.

Geomatics and GIS (Essential): Good knowledge of methods and tools for geographic data acquisition. Strong experience in using GIS for data management, analysis and visualization to support decision making. Experience and knowledge of the following tools: ArcGIS, QGIS, ArcMap, ArcGIS Online (survey 123, Arc collector).

Experienced in using Microsoft Office software with strong knowledge of Excel (Essential) including knowledge of statistical, conditional, and text-based functions, integration with Access or other database applications such as MySQL and Oracle.

Experienced in building Web Map applications and dashboards.

Experienced in using programming languages: Python, VB, CSS, Javascripts, R and HTML.

Experienced in using survey analysis software: ODK, KOBO, FULCRUM.

Experienced in using Adobe Creative Suites applications: Adobe Photoshop, Adobe Illustrator, Adobe Dreamweaver and InDesign.

Experienced with ArchiCAD/AutoCAD.

Experience and knowledge of open source software and ability to utilize open source technologies for problem solving.
