The database consultant is responsible for the design and development, including full testing, of an online job matching database. The database will be used primarily to assist DRC with its job placement programmatic objectives, enhancing DRC livelihood’s capacity and allow for DRC to access and place a larger number of Jordanian and Syrian beneficiaries into private sector employment. 
 
 
About the job 
 
The databases primary function will be for internal use and allow DRC to store private sector employer information and vacancies alongside of beneficiary information. It will then automatically generate matches between the two based on beneficiary skills and experience and employer needs. This will allow for a DRC to more efficiently place a larger population of beneficiaries. .Your main duties and responsibilities will be: 
 
• Initially scoping assessment of DRC programmatic needs in relation to the proposed database, as well as an assessment of other databases and websites with similar functionality to uncover possible paths for public use without duplication. 
• Development of internal job matching database  
• Development of external use of the database by both job seekers and employers as well as DRC partners, based on initial assessment of market needs. 
• Desk research and preliminary assessment of DRC’s programmatic needs as well as other databases and websites with similar functionality to uncover gaps and uses for DRC’s database. 
• Design the multifunctional database architecture, subject to approval before the development phase that allows for internal use of a job matching and employer tracking function for DRC livelihoods programs. 
• Design an external module of the website, based on the preliminary assessment that allows for public use by employers and for employers to post vacancies that are then automatically matched with DRC’s beneficiary list as well as allowing for job seekers to create profiles and search for vacancies. 
• Run an initial assessment to evaluate the technological (server capacity) and personnel requirements for the functionality of the online database. 
• Develop both the internal and external database, allowing for different levels of access for DRC’s super admin, DRC livelihoods staff, employers and job seekers. 
• Perform full testing on the website to ensure its functionality and capacity is met. 
• Train DRC staff on use of the website, and relevant staff on admin and management of the website. 
 
 
About you 
 
• To be successful in this role we expect you to have 5 years’ experience developing web applications using .NET Framework, C#, ASP .NET, XML, HTML, JavaScript, AJAX, and/or CSS 
 
• Moreover, we also expect the following:  
 
Required / Desirable 
• Higher degree in Computer Science, Programming, ITC, or a related field  
• 5 years’ of experience developing applications on the SQL Server platform using T-SQL, stored procedures and database functions  
• Strong communication and teamwork skills required  
• DKnowledge of JavaScript, jQuery, and XML  
• Experience with Microsoft MVC Framework  
• Database experience in MS SQL  
• Arabic fluency (desired) 
• English (Fluent) 
 
Submission 
Technical Proposal, submitted under the cover letter attachment section, with accompanied comprehensive budget based on TOR, including methodology, team composition (if relevant), implementation plan and timeline. 
• CVs of all staff involved on the project submitted in one PDF under CV submission 
• A summary of relevant work experience; including at minimum 2 examples of comparable work  
• Minimum of two relevant references eep knowledge recent .NET Frameworks, specifically C# and ASP.NET required
