UNICEF Lebanon Country Office is seeking to recruit a consultant to provide technical support for country offices in the maintenance and development of the next phase of the Engagement Monitoring System. The development will include expansion to new countries, operationalize the entrepreneurship engagement component and develop any new reports as identified by partners.

The MENA Regional Office in collaboration with LCO Innovation/SPPME is supporting MENA country offices in monitoring Adolescent and Youth led Social, Civic and Economic Engagement through the development of a systematic data collection and analysis system, called the Engagement Monitoring System (EMS). The purpose of this routine monitoring system is to support country offices in obtaining data that will inform programmes progress, strengths and bottlenecks. In this regard, EMS data collection tools have been designed, tested, revised and operationalized in Jordan, Palestine and Syria Country offices in collaboration with their implementing partners.

MENARO has been the technical lead for the EMS and MENA country liaison in the operationalization of EMS and the LCO Innovation team has supported the development and maintenance of the online EMS.

The EMS involves low-cost innovative technology which aims at replacing paper based data collection at the partner and UNICEF COs levels with a secure online database. This system integrates KoBo as a user-friendly data entry tool and Power BI as an analytical tool in a web based platform.

The current state at country level is that the data entry component has been operationalized with Jordan, Syria and Palestine.  This also includes the feature for exporting and assessing the data entry, however the connection between the data entry and the data analysis systems has yet to established.

The objective of the consultancy is to provide technical support for country offices in the maintenance and development of the next phase of the Engagement Monitoring System. The development will include expansion to new countries, operationalize the entrepreneurship engagement component and develop any new reports as identified by partners.

The consultant will work in close collaboration with:

  • UNICEF ADAP RO team
  • UNICEF Country Offices (Jordan, Syria, Palestine, Libya, and other MENA country offices which will roll out EMS)
  • UNICEF Partners

How can you make a difference?

You will assist the Innovations team LCO in maintaining and ensuring smooth operation of the current EMS (this includes addressing country requests and solving technical bugs in the currently deployed EMS) and support the development of the next phase of the EMS (includes linking the data analytical and data entry tools, operationalizing the entrepreneurship and the next tier of tools, expanding to additional countries..)

- Develop, test and deploy the observation, FGDs and other triangulation tools included in the EMS framework

- Edit dashboards on the partner, CO and RO level based of feedback

 

 

Fourth month

- Develop, test and deploy new features based on CO and partner needs

- Develop, test and deploy the entrepreneurship feature

- Implement feedback and changes from RO and MENA COs into the entrepreneurship feature

 

 

Fifth month

- Integrate KOBO form values labelling in the export

 

Sixth month

- Integrate Registration assessment into the platform

 

Seventh month

- Exploring the multi-language structure

 

Eighth month

- Support addition of additional tools based on CO feedback and lessons learned

- Implement feedback and changes from RO and MENA COs

- Support in COs and partner capacity building trainings

- Support COs in migrating the data from EMS to COs systems

Smooth development and operationalization of the next phase EMS

Ninth month

 

- Support in the transition of ownership of the EMS to COs

 

Tenth month

- Support in the transition of ownership of the EMS to COs

COs are able to manage the EMS

Eleventh month

To qualify as a Champion, you will have…

  • A minimum of a degree-level qualification (BSc in Computer Science or related field such as Information Technology, Information Systems or other engineering discipline).
  • At least 5 years’ experience with demonstrated results
  • Excellent software development skills with Python, Django, GitHub and similar technologies.
  • Excellent understanding of web application development.
  • Strong knowledge of Business Intelligence tools and analysis databases (OLAP).
  • Background experience with the UN is desirable.
  • Fluency in English and Arabic
