Job Description

The IRC is currently working in over 25 countries around the world, addressing both the immediate and life saving needs of conflict affected people in emergencies and the reconstruction needs of post-conflict societies.

Position Overview

Under the direct supervision of the Monitoring and Evaluation Officer, The Monitoring and Evaluation assistant contributes to enhancing the quality of the IRC Humanitarian Response programming through ensuring at least the minimum quality standards are applied in monitoring measures. He/she contributes toward the relevance, effectiveness and efficiency of IRC. In addition to program data management for quality purposes.

Job Responsibilities

  1. Conduct data collection like Post Implementation Monitoring, Observations, Market Surveys, Price monitoring, Focus Group Discussions (FGDs) and Key Informant Interviews (KII) with different persons of different age groups (children, youth, adults) and different gender.
  2. Entering and cleaning the data from Post implementation monitoring, FGDs, observations and KIIs, participate in data analysis and draft reports.
  3. Compile data from surveys using relevant and appropriate computer packages.
  4. Conduct training for casual workers on data collection methodologies
  5. Provide support for quantitative data collection activities. Especially supporting the team in using the tablets and commcare application.
  6. Conduct data quality checks in the field and ensure accuracy and completeness of survey questionnaires
  7. support all M&E Casual workers (Enumerators and Data Entry clerks)
  8. Participate in the baseline, mid-term and end of term evaluations of programmes in accordance with the M&E standards
  9. Follow-up with the feedback mechanism process and make sure that each reported case is taking all the steps of analyzed, categorized, taking actions and feedback to the complainant.
  10. Ensure that hard copies of data collected are kept at project sites.
  11. Plan with M&E Officer’s data collection needs and activities.
  12. Prepare informative field reports, identify shortcomings and make relevant recommendations on a regular basis.
  13. Any other relevant task as required.

Internal: Close coordination with Community Mobilizers, Senior Program Officers, Program Managers, and Program Officers in all governorates.

External: collaboration with assessors and beneficiaries

Qualifications

Essential:

  1. A bachelor degree preferred in social sciences, nutrition, statistics or development studies
  2. At least one year of experience in data collection; including qualitative and quantitative approaches to assessment and monitoring.
  3. Knowledge of mobile data collection application like commcare
  4. Experience in participatory assessment, monitoring and evaluation, training and facilitation, data processing or analysis
  5. Excel knowledge; and information dissemination software
  6. Very good written and spoken English and Arabic.
  7. Good report writing and information dissemination skills
  8. Good knowledge of and experience with humanitarian guidelines and principles
  9. Ability to travel to different project sites as needed.

Desirable:

  1. Good contextual knowledge of local community and social/cultural constraints, realities and organizational relationships for effective project design and implementation.
  2. Communicates with integrity to different stakeholders- good interpersonal skills with people across a wide social range including project beneficiaries/community members, other IRC staff/managers, government officials etc.
