The UNICEF China Operations Section provides IT, finance, supply, administration and human resources services in support of the programme in China. The HR team is responsible for staffing, capacity development, and personnel administration across all programmes in the office that currently employs a total of 105 staff and is expected to grow to 135 within the coming year. In addition, the office works with a large number of consultants, volunteers and interns who support the programme on a short-term basis, under various contractual arrangements.

How can you make a difference?

We are looking for a dynamic and innovative human resources professional to join the team in delivering effective HR services to UNICEF's staff and programmes. The HR Officer will work as a recruitment expert and focal point for all staffing needs including international and local staff, temporary staff, consultants and other technical experts, interns, United Nations Volunteers, and others. In particular, he/she will:

  • Lead and coordinate recruitment for UNICEF China. Implement effective and efficient recruitment practices in line with established principles, keeping abreast of and implementing industry best practices

  • Work with recruitment agencies, job boards and media partners to develop outreach strategies and approaches to find talent

  • Actively promote UNICEF's brand as an employer of choice, participate in career fairs and work with universities to increase UNICEF's visibility and brand recognition

  • Ensure highest quality of recruit. Search for appropriate profiles, build talent pools, oversee prescreening and conduct shortlisting of applicants

  • Oversee communications and on-boarding for newly appointed staff and other personnel

  • Oversee recruitment related data collection and report on progress against established performance indicators

  • Provide advise to colleagues on HR processes and policies, ensuring the highest level of client orientation

  • Contribute to corporate HR strategy formulation by providing feedback and making recommendations on HR process improvements. Introduce innovation through sharing of best practices

  • Participate and support in other areas of HR work as needed

To qualify as an advocate for every child you will have…

  • University degree in human resource management, business management, international relations, psychology or another related field

  • At least two to five years of professional experience in human resources management in the public or private sector

  • Solid understanding of the labor market in China. Knowledge of major recruitment agencies and headhunters, and experience from working with them

  • Background in recruitment. Knowledge of testing tools, interview techniques and assessment methods. Familiarity of companies providing services in this field

  • Technical knowledge of human resource management principles and concepts

  • Experience and/or familiarity with international organizations is considered an asset

  • Fluency in English and Chinese
