STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree in one or more of the following disciplines: Social Sciences, Information Technology, Marketing/Communication, accounting, statistics, economics or related fields. Or 2 years of equivalent professional experience, combined with a first university degree in above mentioned disciplines. Certification on any analytics tools is desirable.

Language: Working knowledge (proficiency/Level C) of English.

ORGANIZATIONAL CONTEXT

The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. Programme Policy Officer (Data Analyst) will be based in WFP South Sudan Country Office, Juba, and will form part of the Innovations Team in the Programme Unit.

WFP’s assistance

WFP’s Programme in South Sudan aims to reach close to 5 million people each year with both emergency and recovery assistance. WFP provides food and nutrition assistance for populations in crisis and delivers safety net programmes such as food assistance for assets, purchase for progress, and food for education to food insecure people in more stable contexts. In all its programmes WFP seeks to employ the most efficient, effective and appropriate transfer modalities, whether in-kind food, cash-based transfers (CBT), or capacity development, and to do so in as transparent and accountable way.

WFP South Sudan currently provides CBT close to 700,000 beneficiaries monthly, with transfers equivalent to USD 3.5 million/month during the lean season. In areas where markets are functioning, or can be supported to effectively deliver assistance, WFP will scale-up its CBT interventions given the positive impacts it has on beneficiary empowerment and choice, efficiencies and local markets. WFP is increasingly utilizing the corporate beneficiary and transaction management system, SCOPE, in order to biometrically register assisted communities, enhance accountability over resources, as well as understand better the population needs in order to improve programmes. WFP is working in close collaboration with other UN agencies in this task.

Digitizing transfer and beneficiary data, and digitalizing assistance processes, and partnering in this with a wide range of agencies, requires careful consideration of which data is collected and how data is acquired, used, stored and shared. This in order to protect data and uphold individuals’ privacy and dignity, adhering with the principles of data protection.

JOB PURPOSE

Under the supervision of the Head of Innovations, Data Analyst will help us discover the information hidden in vast amounts of data, and help us make smarter decisions to become even more efficient and effective at serving the vulnerable communities. A passion for data visualization and keen design sense are your strengths that you want to put in practice. Your primary focus will be in applying data mining techniques, doing statistical analysis, analysing trends to identify insights and visualizing the data to create powerful narrative. Your key tasks are:

KEY ACCOUNTABILITIES (not all-inclusive)

Activities/Responsibilities

  1. Review Cash Based Transfer and beneficiary and transfer (through corporate SCOPE system) data collected through various platforms/sources;
  2. Establish mechanisms to improve data quality and integrity for analysis;
  3. Conduct in-depth analysis and identify and flag trends in data, generating actionable insights;
  4. Produce Tableau dashboards for key presentations, reports and various types of communications for both internal and external audiences;
  5. Develop and maintain dashboards and communications to deliver powerful narratives targeting diverse internal and external stakeholders, including senior decision makers;
  6. Provide routine data updates on CBT programming and SCOPE progress;
  7. Respond to internal and external requests on data visualizations;
  8. Identify challenges in data collection and processing, and proactively suggest solutions to improve the work, including development, review and dissemination of Country Office level guidance and Standard Operating Procedures;
  9. Work closely with other WFP teams to streamline overall data collection, analysis and reporting work, including training of WFP and partner staff.
  10. Any other related duties in order to ensure that the work remains compliant with WFP’s policies and procedures.
