Organizational Setting

The Guyana Land and Survey Commission (GLSC) and FAO are implementing the project Mainstreaming Sustainable Land Development and Management In the Cooperative Republic of Guyana. The project aims at establishing an enabling environment for promoting sustainable and climate-resilient land development, management and reclamation in support of Guyana’ s Green State Development Strategy through activities working at (i) streamlining policy, regulation and governance; (ii) developing institutional and human capacities; and (iii) strengthening local governance in the 3 regions where project is implemented. Implemented at three levels – national, regional and local- the Sustainable Land Development and Management (SLDM) is designed to create an enabling legal and policy frameworks informed by policy feedback loops nurtured with ground reality and inclusive participation.

Reporting Lines

The GIS/Web Mapping/Remote Sensing Specialist will work under the direct supervision of the FAO Representative in Guyana and the SLDM project Chief Technical Advisor. He/ She will work in collaboration with the Commissioner and Board of the GLSC and other team members, and under the overall technical guidance of the Lead Technical Officer (LTO) and the concerned task force members.

He / She will also work closely with the Land Resources Planning and Management specialist, Land tenure and governance specialist, Land Policy specialist, Legal specialist, Land Administration specialist, Cadastral surveyor\\mapping specialist, ICT/Network specialist (Data Management‐Systems), Institutional reform/finance‐business planning specialist, Land Valuation specialist, Soil and Water Resources/Land rehabilitation/reclamation specialist, Gender/Social development specialist, Monitoring and Evaluation specialist, National Land and Legal Consultant as well as the PMU staff and GLSC Divisions.

He / She will also work closely with the PMU staff and GLSC Divisions and in synergy with the following consultants as appropriate Land Resources Planning and Management, Land tenure and governance, Land Administration, Cadastral surveyor\\mapping, ICT/Network (Data Management‐Systems), Institutional reform/finance‐business planning, Land Valuation, Soil and Water Resources/Land rehabilitation/reclamation, Gender/Social development, Monitoring and Evaluation specialist, and National Land Policy and Legal specialists.

Technical Focus

He / she will work with the concerned GLSC division and partners to undertake analysis of GLSC Geospatial needs to effectively undertake its functions. This specialist will ensure that clearly defined protocols/geospatial interoperable standards are put in place for the harmonization and integration of raster and point source data across sectors and institutions and enhance data analysis, exchange and sharing of information by the (geospatial) data producers, data users and value adders. In particular e/ she will undertake the following tasks\:

Tasks and responsibilities

  • Work in collaboration with the GLSC to assess the geospatial analysis of GLSC needs.
  • Design an improved geodetic reference framework.
  • Ensure that protocols/geospatial interoperable standards are put in place for the harmonization and integration of raster and point source data across sectors and institutions.
  • Enhance data analysis, exchange and sharing of information by the (geospatial) data producers, data users and value adders.
  • Test the application and usability of various digital data collection tools, such as Open Tenure, SOLA, EX-ACT, Collect Earth, SMART as well as data storage, maintenance and dissemination, and promote their use through on-the-training.
  • Carry out gap analysis and recommend hardware and software which GLSC will procure and develop the capacity of the staff to manage and maintain a GIS-based Land Information System (LIS).
  • Support work on the LDN Data mechanism for reporting SDG 15.3
  • Support the effective use of various images (aerial photos, satellite photos, Google maps, etc.).
  • Produce lessons learnt notes on the findings for external distribution;
  • Draft and ensure follow up of letter of agreements with external partners for the conducting of study/ training/ other activities under his/ her areas of expertise as required
  • Support implementation of the capacity development plan prepared by the Business development strategy experts by providing content under his/her area of specialisation for activities at national/regional and local levels;
  • Produce technical reports / notes under his/ her areas of expertise as required.
  • Contribute to FAO’s geospatial data infrastructure implementation strategy;
  • Develop standard operating procedure manual for updating geospatial data.
  • Design and training of Standard Operating Procedures and quality control for the development of a national fundamental geospatial datasets.
  • Assist with the guidance requirement for the establishment of the Centre of Excellence on Geospatial information at the GLSC.
  • Carry out gap analysis and recommend hardware and software which GLSC will procure and develop the capacity of the staff to manage and maintain a GIS-based Land Information System (LIS).
  • Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
  • Advanced university degree in a discipline relevant to GIS, Web mapping and remote sensing.
  • At least 5 years of relevant experience in land administration.
  • Working knowledge of English and limited knowledge of one of the other FAO languages (French, Spanish, Arabic, Chinese, Russian).

Technical/Functional Skills
  • Extent and relevance of experience in GIS, Web mapping and remote sensing and crosscutting issues affecting sustainable land management with emphasis on developing countries and knowledge of the Caribbean context and particularly of Guyana.
  • Extent and relevance of experience of technical assistance provision to field projects on GIS, Web mapping and remote sensing.
  • Extent and relevance of experience in the use of appropriate technologies and data management for good land administration and thereby sustainable land management.
  • Proven ability to redact clear and concise technical report and policy notes.
  • Experience in supporting training courses in his/her area of experience.
  • Proven ability to work in multidisciplinary teams and including multiple partners.
