Human Resources Officer (m/f/d) - National position

Malteser International, the worldwide relief agency of the Order of Malta for humanitarian aid, works in more than 20 countries in Africa, Asia and the Americas for people in need, regardless of their religion, origin or political affiliation. Malteser International (MI) is working in Myanmar since 2001, Malteser International currently employs more than 350 national staff in Rakhine, Shan and Kayin states, where our work aims at ensuring communities have access to primary health care services. We also offer comprehensive WASH and disaster risk reduction/climate change adaptation solutions, and provide relief after disasters. MI strives to enable and empower the most vulnerable communities in marginalized areas through a participatory and sustainable approach.

 
In support of our work in Shan State, Myanmar, Malteser International is looking for a motivated Human Resources Officer (m/f/d) - National position.

As a Human Resources Officer you will be responsible to manage all of the Human Resources tasks such as recruitment & selection, payroll calculation and propose the staff development plan and training to project management for review and approval.

Responsibilities:

  • Ensure maintain and update a database to cover the different national staff leaves as per National Staff Rules and Regulations
  • Ensure that complete personnel files are set-up for all staff members and properly organised with regular and timely updates
  • Advertise vacancies, arrange and attend interviews for the selection of candidates according to the Rules and Regulations
  • Prepare employment contracts, amendment requests, performance evaluation and appraisals with timely notifications, work certification, disciplinary action documentation, staff promotions and training plans, bio data file, employment exit interviews, testing and training documents as required in HR process
  • Report project management and finance when there is a disciplinary action or promotion required on a payment deduction or increase on staff payroll
  • Provide local staff a guideline and training on National staff Rules and regulation and other relevant polices as required in accordance with staff contracts
  • Ensure and maintain a clear filing system containing all relevant HR documentation

Qualifications:

  • Bachelor degree or diploma in relevant field
  • 2-4 years working experiences in HR field
  • Working experience with (I)NGO preferred
  • Multi-tasked, ability to work independently and with great integrity and strict confidentiality regarding staff related information
  • Excellent computer skills with MS Words & Excel and/or HR database of some Kind
  • Fluency in written and spoken; Myanmar & English
  • Being able to travel and work in remote area

Conditions:

  • Start date:  As soon as possible
  • Duty Station: Kyaing Tong Township and frequently travel to project locations in Shan State
  • Duration of contract: 12 months (extendable) due to donor approval
  • Salary according to qualification and experience: 14th month salary & health insurance
  • Kindly note that this is a national position
