Background    
     
   

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies,counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

According to its mandate, the OSCE Programme Office in Bishkek (POiB) develops, implements and reports on programmatic activities in all three dimensions of the OSCE previously agreed upon in the framework of a consultative mechanism between the Ministry of Foreign Affairs of the Kyrgyz Republic and the OSCE PoiB.

     
Tasks and Responsibilities    
     
   

Under the general technical authority of the Head of the POiB and under the direct supervision of the Chief, Fund Administration (CFA) and in close co-operation with POiB senior management, the Human Resources Officer performs functions related to policy development, staff recruitment and retention, staff administration, payroll, performance management, staff training and development, implementation the OSCE gender mainstreaming in HR area. The responsibilities and authorities of the selected candidate, in the capacity of HR Officer, are as follows:

 

  1. Managing the operations of the HR Section which includes overseeing the development, implementation and day-to- day execution of operating policies related to the recruitment of staff including gender mainstreaming in HR area, the staffing and classification of posts, reviewing and recommending post table submissions for the annual budget preparation, staff-management relations, staff welfare, social security, reviewing the work HR team for attainment of objectives;
  2. Assisting the CFA to develop recruitment strategies, planning recruitment priorities and initiatives for the timely filling of vacancies and supervising the implementation of the recruitment policy and activities in the Office;
  3. Supervising (i) the administration of entitlements and contractual status of all categories of staff as well as consultants and interns (ii) the establishment and maintenance of personnel records; (iii) the implementation of the performance management system, (iv) the payroll administration ensuring correctness of payroll entries;
  4. Providing advice to the Office management on HR policies by reviewing and /or proposing for approval of the development and implementation of new mission-specific HR policies. Contributing to Office’s policies that ensure the safeguard the physical and psychological well-being of Office staff;
  5. Preparing various statistical and analytical reports on HR issues needing management attention;
  6. Co-ordinating the POiB training activities targeted at the Office’s personnel: Implementing the OSCE training policies and programmes; Coordinating the provision of administrative and logistical support for the delivery of training programmes and team activities;
  7. Identifying need for new or modified internal training policies and practices, working with POiB senior management and office staff to identify forthcoming training requirements and developing strategies to meet them;
  8. Advising on the applicability of the Staff Regulations and Rules and identifying areas for policy development/amendment, initiating or proposing action and contributing to policy formulation;
  9. Recommending exceptions to staff rules or exercises delegated authority to approve exceptions to rules on personnel entitlements, interpreting the Organization’s policies with respect to difficult and complex cases;  providing the rationale for decisions which may serve as precedents; ensuring that records on precedents are maintained and that exceptions are applied in a non-discriminatory way;
  10. Ensuring implementation of the Organization’s policy on professional environment, policy against harassment, sexual harassment and discrimination. Coordinating the office’s activities related to staff grievance and disciplinary procedure;
  11. Performing other related duties as assigned.

Necessary Qualifications    
     
   
  • Citizenship of an OSCE participating State, excluding citizenship or permanent residency of the Republic of Kyrgyzstan;
  • First-level university degree in human resources management, public or business administration, management, law, social sciences or a related field.  Knowledge of behavioural sciences is an asset;
  • A minimum 4 years of professional HR experience including at least 2 years at an international level, preferably in a field position in a developing country;
  • Demonstrated practical experience of HR principles and practices, and organizational and general management concepts; ability to provide leadership and motivation, interest, involvement, harmonious working relationships and team work on the part of staff; ability to plan the work and to manage diverse HR organizational units; 
  • Excellent communication, planning and organizational skills; ability to maintain strict confidentiality in all aspects of work;
  • Professional fluency in English both written and oral; knowledge of local languages is an asset;
  • Computer literacy, with practical experience with Microsoft packages; ability to use and knowledge of an ERP system, preferably ORACLE is an asset;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity;
  • Possession of a valid driving licence and ability to drive using manual transmission.

Remuneration Package    
     
   

Monthly remuneration subject to social security deductions is about US$ 3,991 to which Board and Lodging Allowance (currently EUR 132 per day subject to change without prior notice) is added. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

 

Appointments are normally made at step 1 of the applicable OSCE salary scale.
