Background

As they develop local capacity, they draw on the people of UNDP and our wide range of partners that can bring about results. Following the outbreak of the COVID-19 pandemic, UNDP is assisting countries to prepare, respond and recover from the effects of the pandemic.

South Africa recorded its first case of COVID-19 on 5 March 2020. The COVID-19 epidemic has had several diverse implications and impacts on South African society including in the social, economic, health, environmental, and technological realms. In response to the increasing numbers of infections, the Government put in place a wide range of measures in order to deal with this pandemic. These decisions were aimed at facilitating a coordinated all-of government approach to contain the virus and flatten the COVID-19 curve in the country. The government adopted a Risk-Adjusted Strategy which seeks to maintain a delicate and difficult balance between saving lives and livelihoods and infringement on other constitutional rights and fundamental freedoms. The strategy has now been eased to level 2.

Although South Africa has institutional and human capacity to respond to health crises, a pandemic of such magnitude requires extended coordination capacity as well as planning and monitoring systems and tools and strategic partnerships to enable the country to prepare, respond and recover. Accordingly, UNDP, the Department for Cooperative Governance and Traditional Affairs (COGTA) to ensure a coherent governance system as well as an integrated multi-sectoral and multi-sphere service delivery for COVID-19 response. Based on this, COGTA has asked UNDP for support to strengthen its capacity for systems development and maintenance and project management for the COVID-19 response and other systems needs of NDMC  through the recruitment of a Systems Developer.

The purpose of this position is to perform business & systems analysis, develop business requirements, design systems specifications and develop systems through the application of industry standards for agile systems development life cycle and project management methodology for COVID-19 and other general needs of the department. 

 

Duties and Responsibilities

Under the overall guidance of the Deputy Director General, (Head of National Disaster Management Centre) and direct supervision by Specialist Knowledge Management & Reporting, the Systems Developer will conduct business and systems analysis, develop a systems design document, develop and implement the systems, tools, mobile applications and m for manage and implement projects.

Summary of Key Functions/Performance Areas

1. Conduct business and systems analysis 

  • Work with project/business stakeholders to identify, document and validate requirements.

  • Develop the scope of the system, identify potential areas of automation and improve the underlying business process

2. Develop systems design document

  • Translate user requirements specification into system design (defining the architecture, modules, interfaces, and data for a system to satisfy specified requirements)

3. Develop and implement the systems / tools / mobile applications

  • Build secure and scalable code, perform system & integration testing.

  • Develop and deliver dashboard and reporting solutions, using MS Power BI or similar solution

  • Conduct Technical and End user training and User Acceptance Training.

  • Deploy the system on the production environment

4. Manage and implement projects.

  • Manage projects from initiation, planning, execution and monitoring and control.

  • Support national and sub-national capacities for planning, coordination and crisis management of the COVID-19

  • Deliver project within prescribed quality, time and cost. 

5. Capacity Development

Required Skills and Experience

Education:

A National Diploma or Bachelor’s Degree in Information and Communication Technologies, specialising in Systems/Application development. 

Experience:
  • 5 to 10 years’ experience in systems/applications development, including web-based and mobile applications.

  • 5 Years’ experience in MS SharePoint (at least 2016 Enterprise) Configuration. 

  • 5 Years’ experience in MS SQL Server (at least 2016 Enterprise) Nintex 2016

  • 5 Years’ experience in coding using C#, C++, ASP.NET, and .NET Frameworks.

  • MS Power Business Intelligence (BI)

  • 2 years’ experience in humanitarian assistance and coordination

The following will be an added advantage: JavaScript, HTML5, CSS, XML, jQuery
 
Language Requirements:
 
Fluency in English (written and oral) required. 
Knowledge of another South African language will be an asset
