The World Health Organization's Department of Sexual and Reproductive Health and Research (SRH) includes the UNDP-UNFPA-UNICEF-WHO-World Bank Special Programme of Research, Development and Research Training in Human Reproduction (HRP). HRP is the main instrument within the United Nations system for identifying research priorities on sexual and reproductive health and rights; for promoting, conducting, evaluating and coordinating related interdisciplinary research; for collaborating with countries to build national capacity to conduct research; and for promoting the use of research results in policy making and sexual and reproductive health programmes. The Department draws on research and global expertise to set norms and standards and develop global guidelines on sexual and reproductive health and rights. (1) Lead and overseeresearch and normative work on human rights for implementation of the WHO 13th Global Programme of Work and the Reproductive Health Strategy, as well as the 2020 HRP Theory of Change.
(2) Lead a consultative process to develop and implement a research agenda for HRP in the area of human rights and legal mechanisms and provide strategic advice on the application of human rights principles in the development of research and programme priorities and strategies.
(3) When requested, provide technical advice to Member States and UN agencies on the implementation of rights-based approaches to the achievement of sexual and reproductive health.
(4) Guide countries, as well as WHO Regional and Country Offices, on the analysis of policies as well as the development of appropriate laws, policies and guidelines in support of sexual and reproductive health and rights.
(5) Lead policy development, advice and guidance on integration of human rights in policies and programmes for achieving sexual and reproductive health and rights in humanitarian settings health emergencies.
(6) Lead WHOguidance to the monitoring and reporting and standard settings process of the UN Humanitarian and Human Rights Mechanisms, particularly IAWG, WHS, UN HRC, Treaty Monitoring Bodies.
(7) Liaise with Member States and UN partners in support of the effective implementation and monitoring of international treaties and codes of conduct relevant to sexual and reproductive health, and their integration into national legislation, policies and programmes.
(8) Build and strengthen partnerships to ensure maximum synergy and effectiveness of activities in the area of humanitarian issues related to sexual and reproductive adolescents'health.
(9) Co-lead the organization of the HRP Gender and Rights Advisory Panel (GAP). Facilitate and support an annual assessment by GAP of the extent to which HRP's work is conducted in ways that respect and reflect gender equality and human rights.
(10) Perform other duties, as assigned by the Director.



Essential: Advance university degree in law, with a focus in international law, human rights and/or global health.
Desirable: Academic qualification in public health, human rights, international development.


Essential: At least 10 years' experience in law and human rights related to sexual and reproductive health, including at the international level and in low- or middle-income countries. Experience in the application of legal and rights-based approaches, including experience in legal practice. Experience in policy analysis and development and in global consensus development processes. Demonstrated experience at the international level.


In-depth knowledge of human rights related to sexual and reproductive health. Thorough knowledge of the UN Human Rights system, reporting procedures and mechanisms of interaction with intergovernmental organizations. Strong interpersonal skills. Excellent presentation and English-language writing skills. Research and analytical skills as evidenced by a considerable record of publication in peer-review journals.

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 88,162 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 6524 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
