Job Title: Supply Chain Data Analyst Consultant

Duration: 6 months with possibility to extend

 

 

 

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

 

WFP as the lead agency of the Logistics Cluster maintains a Global Logistics Cluster Support Team (GLC) based in the Supply Chain Division of WFP HQ in Rome. It is comprised of a diverse, multi-skilled group of logisticians and is mandated by the Inter-Agency Standing Committee (IASC) to complement and co-ordinate the logistics capabilities of co-operating humanitarian agencies during large-scale complex emergencies and natural disasters.

Objectives:

Implement the Global Logistics Cluster Support Team Work-plan, specifically on collecting, processing, analysing and sharing of operational supply chain data. Additionally, to ensure that Logistics Cluster emergency preparedness and response operations at field level meet the expectations of partners and donors for logistics support through coordination, information management, and service provision.

Reporting Line:

The data scientist reports to the Logistics Cluster Preparedness Lead Officer and co-reports to the Logistics Information Exchange (log.ie) project manager on project support activities.

 

 

 

ACCOUNTABILITIES/RESPONSIBILITIES:

 

  1. Work on projects prioritized in the GLC work-plan to facilitate and support the continued development of the Logistics Cluster Logistics Information Exchange (log.ie) platform and related tools and data analytics systems and processes;
  2. Source, process, clean, validate and integrate supply chain data from global and national level sources;
  3. Develop and implement data ingestion support routines to optimize source-structure compatibility and process automation;
  4. Develop, script and implement automated data synchronisation and cross-validation routines with internal and external databases on global and country-specific level;
  5. Develop and implement data translation mechanisms between log.ie ontology and external data bases;
  6. Review, specify, implement and maintain the data ontology for log.ie, maintaining a coherent, universally compatible data model with fully documented metadata and full data flow scheme;
  7. Coordinate with other projects/stakeholders towards a community-based, further data ontology development;
  8. Provide guidance and advocacy on good data processing practices for national stakeholders, including templates, instruction and training;
  9. Document data ontology, data flow schmese and maintain user documentation;
  10. Develop and implement, in coordination with GLC IM and WFP GIS teams, data provision mechanisms to provide data streams to established platforms (e.g. HDX) as well as plugi-in mechanisms for global or national data sources;
  11. Develop, implement and maintain data health mechanisms to ensure best data quality and develop, implement and monitor data maintenance routines to auto-fix regular data mismatch and trigger subject-matter consultation processes for irregular data quality validation;
  12. Support the development of a log.ie data analytics framework for preparedness, readiness, response and potential preemtive/prediction mechanisms;
  13. Support the development of standard data collection processes from data definition to advocacy on field data collection procedures and good practices;
  14. Assist in maintaining internal and external information sharing mechanisms and systems; documentation formats, assessment formats, central file store, operations archive, reporting systems.
  15. Backstop the GLC IM Team by providing technical support when required;
  16. Assist other GLC functional areas in data analytics when required;
  17. Where required, support ongoing and sudden-onset emergency response activities on global level or through field deployments.     

 

 

 

DELIVERABLES AT THE END OF THE CONTRACT:

 

Log.ie data ontology is operational, fully documented and globally available through Logistics Cluster website.

Data translation mechanisms for key external data sources are defined and implemented.

Identified external data sources are successfully synchronised into log.ie (and where applicable backwards) through automated ingestion mechanisms.

Identified, unstructured data sources have been collected, collated and processed into log.ie.

Advocacy package for international and national stakeholders on data ingestion is created and available to partners through Logistics Cluster Website.

 

 

 

QUALIFICATIONS AND EXPERIENCE REQUIRED:

 

Education:

 

University degree in computer science, data engineering or data science, supply chain analytics, supply managemetn, statistics or related field with additional related work experience or trainings in information management and data analytics

 

Experience:

 

A minimum of 3 years of working experience in data analytics or related field. Previous working experience in fields of supply chain analytics and or geoinformation systems (GIS) strongly desirable. Experience in humanitarian-related fields are desirable.

 

Knowledge and Skills:

 

Profound knowledge of data analytics, data processing and database design and architecture are a must. Profound knowledge in data processing, storage and analytics tools and software (R, Python, SQL, PostgreSQL, AWS, Tableau, PowerBI,  PowerQuery) are required. Demonstrated ability in acquiring, wrangling, structuring, manipulating and visualizing unstructured and structured data with BI platforms like Power BI and Tableau. Further knowledge of GIS tools and systems (ideally ArcGIS pro/desktop, ArcGIS server and ArcGIS online) are desirable. Software and web development skills (particularly JS, REACT, RESTAPI and drupal CMS design) are a strong plus. Excellent written and verbal communications skills; good research and analytical skills; ability to meet deadlines and work under pressure as part of a team; excellent written skills; sound knowledge of Microsoft Windows, advanced knowledge in MS O365 tooks (MS Teams, Sharepoint, Excel, Word, PowerPoint and other related software).

 

Languages:

 

Fluency in spoken and written English is required; working knowledge of another UN language is desirable.
