This position is located in the Client Support and Special Situations Section (CSSSS) in the Division for Special Activities (DSA) in the Department of Operational Support (DOS) at United Nations Headquarters in New York.
DOS was established to provide operational advisory services to operating entities across the Secretariat, including other departments, offices-away-from headquarters, field missions, and regional commissions.
DSA oversees a range of specialized or cross-cutting operational capacities. A large part of its responsibilities is to support start-up, surge, transition and liquidation requirements and to exercise authority on behalf of entities to which authority has not been granted owing to a lack of capacity or from which authority has been temporarily withdrawn.
CSSSS works with counterparts across DOS and other United Nations entities to effectively and rapidly support the deployment, establishment, transition and liquidation of client entities.
The Associate Human Resources Officer reports to a Human Resources Officer within CSSSS.
Within delegated authority, the Associate Human Resources Officer will be responsible for the following duties:
• Provides advice and support to managers and staff on human resources related matters.
• Keeps abreast of developments in various areas of human resources.
Recruitment and placement
• Coordinates with the Operational Support and Advisory Service in identifying upcoming vacancies.
• Prepares vacancy announcements, reviews applications, and provides a short-list to the Service’s hiring managers.
• Reviews recommendation on the selection of candidate by hiring managers for the Service.
• Prepares and presents cases to appointment and promotion bodies.
• Provides support with regard to all human resources administrative actions, including maintenance of staffing tables, recruitment, and placement for the Service, ensuring consistency in the application of UN rules and procedures.
• Researches and provides accurate information to Human Resources Officers and Senior Managers on human resources staffing issues in the Service.
• Drafts correspondence on the full range of staffing related issues and for supporting Human Resources Officers and Senior Managers as required.
• Supervises the maintenance of the electronic human resources filing system for the Service. Administration of entitlements.
• Provides advice on interpretation and application of policies, regulations and rules.
• Reviews and provides advice on exceptions to policies, regulations and rules. Staff development and career support training.
• Provides induction orientation and briefing to new staff members.
• Assists in the preparation of presentations and written outputs on the full range of policy and practical issues related to international and national personnel.
• Assists with the preparation of the Service’s work programme and budget and the monitoring of the Service’s budget performance.
• Performs other functions if and when required.

An advanced university degree (Master's degree or equivalent degree) in human resources management, business or public administration, social sciences, education or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A first-level degree and no experience will be accepted for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations National Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).
A minimum of two years of progressively responsible experience in human resources management, administration, communication or related area is required.
No experience is required for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations Competitive Recruitment Examination (NCRE) or the G to P Examination (G to P).
Experience in the United Nations system or a comparable international organization supporting human resources initiatives in a post-conflict environment is desirable.
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another United Nations official language is an advantage.Assessment
