Under the guidance and supervision of the Head of the HR Unit, the HR Officer provides HR services ensuring high quality, accuracy, and consistency of work. The HR Officer promotes a client-oriented and consistent with rules and regulations approach in the Unit.

The HR Officer works in close collaboration with the operations, programme and projects' staff in the Country Office (CO) and UNDP HQs staff to exchange information and ensure consistent service delivery.

 

Duties and Responsibilities

Ensures implementation of HR strategies focusing on achievement of the following results:

  • Full compliance of HR processes and records with UNOCHA/UNDP rules, regulations, policies and strategies;
  • Oversee leave monitoring of UNOCHA staff.

Implements HR services focusing on achievement of the following results:

  • Hiring and recruiting of National staff for UNOCHA Yemen country office including Amman and Riyadh hub;
  • Preparation of draft job descriptions, vacancy announcements, invigilating tests, reviews applications, and provides a short-list to those offices;
  • Arrange and schedule examinations and interviews to select candidates by coordinating appointments and perform functions of Secretary in interview panels;
  • Reviews recommendation on the selection of candidates;
  • Provides advice and support to senior Management, HoU and staff on human resources related matters;
  • Prepare reports in relation to all recruitment activities;
  • Maintains the Status of Recruitment Activities table and tracks progress and actions with relevant counter parts;
  • Provides advice on the implementation of policies related to human resources management, particularly as it relates to UNDP and UNOCHA head quarter, as well as assisting supervisors and staff with understanding human resources policy;
  • Reviews and provides advice to Managers on requests for exceptions to policies, regulations, and rules;
  • Providing guidance and resources in company policies and procedures;
  • Explains and provides advice on salary and related benefits;
  • Ensures that all staffs are informed of organizational policies and procedures and of any changes;
  • Assists in the review of Prohibited Conduct and disciplinary and if required, help to arrange investigation panels and communicate conclusions to the relevant parties;
  • Prepare the check in and separation clearance for international and national staff;
  • Ensure that staffs’ documentation and personnel files are in order and complete with the necessary documentations;
  • Maintains employee information by entering and updating Personnel files;
  • Maintains employee confidence and protects operations by keeping human resource information confidential;
  • Maintenance of proper filing system for HR records and documents;
  • Oversee and monitoring the creation and submission of the monthly attendance records sheets and leave balances for National staff and danger pay calculation;
  • Assist the Associate Administrative Officer with danger pay preparation and deduction of international staff;
  • Follow up with UNNDP country office and keep tacking and updates of contract for staff;
  • Welcoming new employees to the organization by conducting orientation and assist them with their ID cards, Fingerprints etc;
  • Preparation of routine correspondence, faxes, memoranda and reports;
  • Provides performance management advice to staff and management. Assists supervisors and staff with understanding and using the performance appraisal system (PAS);
  • Respond in a timely and professional manner to questions and service requests from employees, providing excellent customer service and communication with context;
  • Performs other duties tasked to the Recruitment Unit, as required.

Supports knowledge building and knowledge sharing in the CO focusing on achievement of the following results:

  • Participation in the trainings for the staff on HR;
  • Contribution to knowledge networks and communities of practice;
  • Assist in managing employee development and training.

Other Duties:

  • Backstops the Finance Associate, as required.

Required Skills and Experience

Education:

  • Master’s degree in Business or Public Administration, Accounting or relevant field with two years of relevant experience in HR / Administration is required;
  • A Bachelor dgree in comination with 2 additional years of relevant and qualifying experience is accepted in lieu of master degree.

Experience:

  • Minimum of 2 years of relevant experience with the Master’s degree in HR / Administration at the national or international level is required;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and database packages,
  • Knowledge of Umoja in relation to Human Resource Management is required.
  • Knowledge of Atlas in relation to Human Resource Management is required.

Language Requirements

  • Fluency in English and Arabic Languages (Oral and Written).
