Consultant for Career Planning

Objective of the programme

Medical doctors are the key healthcare providers to any health system anywhere in the world. They lead the healthcare facilities and systems. Currently, they make their career decisions based on a complex mix of their own skills and abilities, availability of career opportunity, information about the expected future characteristics and economic returns of different career pathways. The availability and characteristics of different career paths and job opportunities are determined by employers (e.g. healthcare organizations and government). The Government of Bangladesh (GOB) is the largest employer of medical doctors and the Ministry of Health and Family Welfare (MOHFW), Bangladesh is the lead agency on behalf of the government. Doctors are recruited by the Government through the Bangladesh Public Service Commission (BPSC) via the Ministry of Public Administration (MOPA) upon request from the MOHFW. They are recruited under “The Bangladesh Civil Service Recruitment Rules, 1981”.

Since healthcare delivery system is evolving as well as expanding in Bangladesh due to emergence of new diseases, technologies and programs (e.g. COVID-19, use of IT, management of NCDs, infectious diseases, public health, and academic programs) and inevitable organizational reforms (e.g. creation of two divisions, new directorates under the MOHFW), streamlining career pathways of medical doctors has become a priority. As such, the Directorate General of Health Services (DGHS) has taken an initiative to develop a comprehensive career planning guideline with technical support of the WHO Bangladesh. This consultancy service aims to conduct a landscape analysis of the existing career development opportunities of the medical doctors in the health sector of Bangladesh with especial focus on the public sector. Based on the analysis, the consultant will propose a career planning guideline for the young generation medical doctors who will feel encouraged and motivated to join the government healthcare delivery system.

Description of duties:

The incumbent shall undertake following duties:

  1. Conduct a landscape situation analysis of career guidance programs or opportunities for medical doctors in health sector Bangladesh with especial focus on the public sector or Bangladesh Civil Service (BCS). This may include an extensive review of existing policies, programs and organizational structure of the MOHFW, Ministry of Public Administration (MOPA) and Bangladesh Public Service Commission (BPSC), employment provisions and triangulation of positions, technical areas and departments, health facilities service standards, best practices and examples of other countries (if available);
  2. Based on the situational outcomes, develop a career guidance framework including a career self-assessment tool for the young medical professionals/doctors. This could be supported by organizing stakeholder’s consultation and key informant interviews.
  3. Identify recommendations for GOB/MOHFW interventions to implement the career planning guideline. These recommendations should include a strategic roll-out plan and mechanism to implement the action points;
  4. Carry out discussion/meeting/interview with key stakeholders/individuals as part of information collection, and triangulation;
  5. Finalize the draft guideline by taking into consideration of the comments/feedback (if any) from the key stakeholders.
  6. Performing any other relevant duties assigned by the supervisor as and when required.

Required Qualifications:

Education:

Essential:

Masters level degree in public health, medicine, health economics, social sciences, economics, or human resources management, public administration or related discipline.

Desirable:

Doctoral level qualification in any of the above disciplines would be an added advantage

Experience:

Essential:

  • At least 10 years of practical experience in design, development and implementation of health or health workforce related activities in the health system of Bangladesh.
  • Directly involved with formulation of at least two national level health workforce related policy documents. This may need to be supported with proper evidence.
  • Comprehensive understanding of policy and legal issues related to Bangladesh Civil Service (BCS) and cadre system including the BCS recruitment rules and promotion policies of the health cadre and other BCS technical cadres;

Desirable:

  • Clear understanding about the health care delivery system (including the organizational composition of the Ministry of Health and Family Welfare including directorates) and level-wise healthcare service standard;
  • Excellent writing skills i.e. guidelines, technical reports; training manual, and
  • Ability and willingness to conduct workshops and technical discussion.

Salary & others benefits:

Monthly salary: BDT 458,599.00 ( NO-B Min)
