Purpose of consultancy

To provide guidance to the implementation of WHO’s work as part of the Bloomberg Initiative for Global Road Safety, including coordination of country activities with key BIGRS partners as well as WHO Regional and Country Office.

Background

As part of the Bloomberg Initiative for Global Road Safety, WHO is supporting Member States to enact and implement legislative changes to improve the road safety situation in 15 priority countries. To achieve this, WHO is providing technical guidance through a rapid response mechanism, training workshops on drafting road safety legislation, as well as convening government and other stakeholders. In addition to this, WHO is engaging with media outlets to support advocacy for legislative changes and to generate awareness on the road safety problem and local solutions that should be implemented.

Deliverables

The consultant will be responsible for ensuring coordination of WHO’s activity between HQ, Regional Offices, and Country Offices as well as oversight over the media engagement activities in countries, including in the development and implementation of media engagement strategies for selected countries. The consultant will monitor progress and impact, as well as contribute to the development of monthly, 6 month and annual reports to the donors.

  • Deliverable 1: Develop, through consultation with WHO HQ, RO, Country Offices, experts and relevant partners, and support the implementation of a media engagement strategies to support the enactment and implementation of policies as part of the BIGRS initiative. This includes an analysis of existing activities, opportunities and challenges for media engagement on road safety.
  • Deliverable 2: Collaborate with identified media training contractor to develop and implement regional and country media trainings (including train-the-trainer workshops) and technical support for journalists to report on road safety.
  • Deliverable 3: Develop and implement a monitoring tool to track progress on a quarterly basis, the outputs of journalists trained as part of the BIGRS initiative. Every 6 months, produce a qualitative assessment based on interviews of key stakeholders, of the impact of the media engagement strategy in priority countries.
  • Deliverable 4: Coordinate, in collaboration with WHO Country Offices, relevant ministries within countries, as well as other partners, the organization of national stakeholder meetings in up to five selected countries (TBD). This includes developing the the programme, coordination of partners, and development of outcome reports.
  • Deliverable 5: Facilitate the provision of rapid responses on road safety legislation to Member States by WHO and collaborating institutions including liaising with the technical assistance providers, BIGRS partners, and coordinating the appropriate response within WHO (HQ, Regions, CO).
  • Deliverable 6: Contribute to the development of reports as well as communications materials related to the outcomes of the work undertaken as part of the BIGRS initiative, including donor reports as well as content for social media.
  • Deliverable 7: Contribute to an annual report on the outcomes produced and overall impact of WHO’s contributions to the BIGRS initiative. This will include collecting and analyzing both quantitative and qualitative data to substantiate the report findings.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

Advanced university degree in project management or similar field.

Desirable:

Advanced university degree in Public Health or International Relations.

Experience

Essential:

  • Over 10 years experience in the management of international cooperation/health/development projects with diverse partners
  • Experience in the development and implementation of reporting tools and measuring impact
  • Experience working in different countries and managing multilingual communications

Desirable:

Experience in managing communities of practice as well as in capacity development activities (training/teaching/coaching)

Skills/Knowledge:

Proficiency in Microsoft Office suite of programmes as well as familiarity of social media platforms and tools.

Languages required:

Essential:

Expert knowledge of English

Desirable:

Intermediate knowledge of French or Spanish

The consultant may be requested to support 1 to 2 national stakeholder meetings during 2022. The exact timing and countries will be determined in consultation with government and other partners.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band Level C - USD10,000 – USD 12,500 per month

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
