Organizational Setting

The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

The International Application and Database Specialist shall operate under the overall guidance and responsibility of the FAO Regional Representative for Europe and Central Asia (REU), the technical guidance of the Animal Production and Health Officer (REU) and the Information Technology Officer (CSI) and the functional and administrative guidance of the Assistant FAO Representative in Georgia; in close collaboration with the FAO international and national consultants, staff of the National Food Agency (NFA) and of the Ministry of Environmental Protection and Agriculture (MEPA) of Georgia.

Technical Focus

Provide technical expertise for the appropriate planning, development and implementation of the FAO project and timely delivery of the project outputs.


Tasks and Responsibilities

• Support the regular maintenance of the NAITS web application and the NAITS Database, including bug fixes, data interventions when needed, adjustments, corrections and support for interconnection with other platforms and capacity development of stakeholders to take over the relevant responsibilities.
• Develop a functionality in the NAITS that allows adding of GPS coordinates to samples, as well as improvements of the GPS module as needed, in support to the planned holding/animal census.
• Adjustment of the individual treatment’s menu in line with the developments on Pharmacovigilance data recording, including a webservice for external contributions of treatment data.
• Introduce a register for VMPs in the NAITS and adjust the existing entity registry to allow registration of transporters and FBOs, with possibility for import of data from an external database.
• Introduce changes allowing linking of entities from the FBO registry with the animals in Postmortem status, allowing adding of relevant information and enabling further traceability and printouts of Forma #2.
• Modify the NAITS functionalities for customizing of the ear-tag inventory in line with NFA requests, including setting of range distributions per location and confirmation of receipt and disbursement.
• Further develop the NAITS on-site inspection questionnaire wizard /control panel in the admin module on basis of requirements of the NFA, including adding notes and reminders for reinspection.
• Add a timer for automatic deactivation of temporary users and relevant alerts to the NAITS admin.
• Add corrections to the webservices on meat labels as required, to enable verification of additional printouts and in accordance with the stakeholder requirements.
• Add webservices for access to animal and holding information by external stakeholders and for further improvements of the NAITS Android app.
• Update and maintain the NAITS technical documentation to reflect the relevant changes and updates, including the development of technical documentation and user manuals for any newly developed NAITS functionalities.
• Perform other related functions as required.


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements

• University level degree in Information Technologies or similar discipline.
• At least 5 years of professional experience in development, deployment and maintenance of software and hardware solutions for large web-based applications, as well as experience in the preparation of technical documentation, methodology.
• Working knowledge of English (level C).
