Purpose of consultancy

To contribute to the preparation, coordination and delivery of Antimicrobial Resistance (AMR) awareness messages, materials and events for World Antimicrobial Awareness Week 2022 (WAAW 2022).

Background

AMR is a global health and development threat. It has broader social and economic impact, which threatens the achievement of Universal Health Coverage and the Sustainable Development Goals. Antimicrobials – including antibiotics, antivirals, antifungals and antiparasitics – are medicines used to prevent and treat infections in humans, animals and plants. AMR occurs when bacteria, viruses, fungi and parasites change over time and no longer respond to medicines, making infections harder to treat and increasing the risk of disease spread, severe illness and death. Without effective antimicrobials, the success of modern medicine in treating infections, including during major surgery and cancer chemotherapy, would be at increased risk.

World Antimicrobial Awareness Week (WAAW) is a global public health campaign that takes place from 18 to 24 November every year. Its objective is to improve awareness and understanding of AMR and encourage best practices among the public, One Health stakeholders and policy makers in order to reduce the further emergence and spread of drug resistance.

The Department of Global Coordination and Partnership (GCP) on AMR leads and coordinates the global One Health multisectoral response to AMR in cooperation with the Food and Agriculture Organisation (FAO), the Organisation of Animal Health (OIE), and the United Nations Environment Programme (UNEP). The Department has the following functions in line with WHO’s General Programme of Work to protect antimicrobials important for human health and mitigate drug-resistant infections: Leads the global One Health multisectoral response to AMR across the human, animal, plant, food, feed and environment sectors, through multisectoral engagement and interventions, and strengthening advocacy and awareness; Facilitates global coordination and interagency engagement and partnership for creation and sustenance of shared global vision and goals; Shapes the research and development agenda through innovation, priority setting and supporting global initiatives that enable the generation, translation and dissemination of knowledge; Facilitates, nurtures and scales up evidence-based interventions to enhance stewardship, awareness, and understanding of antimicrobial resistance across the One Health spectrum.

Deliverables

Output: Facilitate the engagement of a wide range of stakeholders to ensure successful planning and implementation of WAAW 2022 messages, materials and events.

Activity 1: Review the WAAW 2021 materials and identify changes and additions needed to graphics and social media tiles.
Expected by 31 July 2022

Activity 2: Liaise with Quadripartite organisations (FAO, OIE, UNEP and WHO), WHO regional and country offices and other stakeholders, and ensure advocacy and awareness materials are delivered in a timely fashion for WAAW 2022.
Expected by 31 August 2022

Activity 3: Contribute to the creation of new graphics, communication content, visual identity and other campaign materials in various formats and media to support the thematic focus of WAAW 2022. Update existing materials from previous WAAW campaigns.
Expected by 30 September 2022

Activity 4: Provide technical input in developing the content and design of the website dedicated to WAAW 2022.
Expected by 31 October 2022

Activity 5: Contribute to the wide dissemination of WAAW 2022 campaign materials and events to global stakeholders through different media and platforms.
Expected by 30 November 2022

Activity 6: Ensure data collection from all stakeholders and provide a report on the implementation of WAAW 2022.
Expected by 31 December 2022

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

Minimum first university degree in communications or a health-related field (such as public health, medicine) or social sciences.

Desirable:

Additional qualification in project management.

Experience

Essential:

  • At least five (5) years of relevant experience in communications or advocacy in the area of public health; communicable diseases; and/or AMR.
  • Demonstrated experience at the international level.

Desirable:

  • Previous experience with antimicrobial resistance.
  • Previous UN experience.

Skills/Knowledge:

  • Excellent writing and editing skills.
  • Excellent drafting and communication skills.
  • Excellent organizational and scheduling skills.
  • Excellent interpersonal skills with the ability to build strong relationships with a variety of stakeholders across different sectors.
  • Excellent analytical and presentation skills.
  • Self-discipline with the ability to work with autonomy and as part of a team.

Languages required:

Essential:

Expert knowledge of English

Desirable:

Knowledge of an additional UN language.

Location

Off-site – Home based. Virtual meetings with the Geneva-based GCP Department will take place during regular office hours (Central European Time).

Travel

Travel may be required.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level B – USD – 7,000 to 9,980 per month.

Living expenses (A living expense is payable to on-site consultants who are internationally recruited):
