1. Background

Family Planning (FP) has been identified as a crucial investment for Kenya’s health and development. Kenya has made progress overtime; FP as reported in KDHS 2009 showed that the contraceptive prevalence rate (CPR) had risen from 39% in 2003 to 46 % in 2009 to 58% in 2014, decline in total fertility rate (TFR) to 4.6 births per woman, with a further decline to 3.9 births per woman in KDHS 2014. Between 2009 and 2014, use of modern methods among married women increased from 39% to 53%; however, KDHS 2014 showed that 18% of the married women have an unmet need for family planning.

Teenage pregnancy increased from 17% in 2008 to 18% in 2014 due to the unmet need of family planning services targeting this group. The large size of Kenya's young population and its rapid population growth are influenced by several factors that have serious consequences for the health and well-being of women and children as well as the Country’s development. These include:

• Early marriage and early child bearing,

• Unmet need for family planning,

• High total fertility rate.

To address this, the Ministry of Health, with support from WHO, aims to remove barriers that impede access to FP information and services. Major restrictive barriers in the provision of family planning services in Kenya include distance, cost, religion, culture, rumors and misconception, provider bias, and legal and medical regulations. These barriers disproportionately affect certain populations; particularly the youth, the unmarried, people with disabilities (PWDs), the poor and hard-to-reach groups including pastoralists, refugees, and mobile communities.

DRMH seeks to recruit a consultant to undertake revision of family planning program information, education & communication (IEC) materials

Objectives

The overall objective of the assignment is to consolidate and review Family Planning IEC materials

through a consultative process with WHO, the National and County teams.

Scope of work

1. Develop and present an inception report detailing your interpretation of the terms of reference, methodology to be used, develop an action plan and timetable and map resources needed to accomplish the task

2. Undertake a desk review of the existing FP IEC materials, FP policies, guidelines, standards and other documents.

3. Develop IEC materials

4. Pre- test the IEC materials in the counties

5. Incorporating feedback from the counties for final copies

6. Posttest in the IEC material

7. Review the developed materials based on feedback post testing.

8. Finalize the tools including design and layout of IEC materials

9. Submit signed off acceptable print ready electronic version of the FP IEC materials

10. Travel within country will be a requirement

3. Qualifications, experience, skills and languages

Educational Qualifications

• Essential: Must have a Communication, Health Promotion or Graphic Design related degree

• Desirable: Master's degree in Communication or related area is desired

Experience

• Essential: At least 5years of directly relevant experience in development of IEC/BCC materials

• Essential: Have experience in written and oral skills including experience in developing written reports and incorporating feedback

• Desirable: Have previous consultancy experience with Ministry of Health, UN agencies, bilateral agencies or international NGOs

Skills/Knowledge

• Essential: Be familiar with government health policies, systems and structures. Must have demonstrable previous experience in development of RH/FP IEC materials

• Essential: Sound technical, practical and conceptual understanding of developing the IEC/BCC materials focusing on FP

• Essential: Have excellent interpersonal and communication skills

Languages and level required

• Must be proficient in English (writing and speaking)

5. Location

Off site: Nairobi Kenya

6. Remuneration and budget (travel costs excluded)

The consultant will be paid based on WHO pay band for NOB level national consultants

Duration of Contract: 45 working days
