Purpose of consultancy

To support and collaborate with the Member States for further development and implementation of national policies and strategies which ensure equitable and universal access to quality health care to:

- improve health of mothers and newborn, children, adolescents, reproductive age and old age;

- promote gender, equity and human rights mainstreaming in health policies and programmes and prevent and respond to gender-based violence across all programmes

Description of duties

(Note: This is a generic description of duties developed for a roster of consultants/experts. The final terms of reference for the assignment/contract will be based on the actual requirements at the time of assignment).

Under the overall guidance of the Director, Family Health, Gender and Life-course, and and Team Leads in the respective areas, i.e. Regional Adviser/Medical Officer/Technical Officer, the consultant/expert will be expected to carry out time-limited assignments in one or more of the following areas:

1.Gender, equity and human rights mainstreaming

  • Technical assistance at regional/country level in development of policies/strategies and their implementation and capacity-building to strengthen gender, equity and human rights mainstreaming in health policies and programmes
  • Technical assistance to strengthen capacity capacity-building to strengthen in gender, equity and human rights mainstreaming in health policies and programmes, including through collaboration with other technical units and programmes a regional/country level
  • Provision of technical inputs in planning and implementing activities at regional/country level to strengthen the evidence base for gender, equity and human rights mainstreaming in health policies and programmes as a basis for policy advocacy
  • Provision of technical inputs in planning and undertaking evidence-informed policy advocacy on gender, equity and human rights mainstreaming in health policies and programmes
  • Provision of technical inputs in developing communication strategies and content and advocacy materials on gender, equity and human rights mainstreaming in health through active dissemination of WHO guidelines and tools and through training activities
  • Provision of inputs to strengthen partnerships with other organizations working on gender, equity and human rights mainstreaming at regional/country level
  • Provision of technical inputs in development of proposals for resource mobilization at regional / country level; cutting across other programme areas to strengthen gender, equity and human rights mainstreaming in health policies and programmes

2.Violence against women

  • Technical assistance at regional/country level in development of national policies/strategies and their implementation and capacity building in the areas of prevention of and response to violence against women.
  • Technical assistance in adaptation of technical guidelines/tools and shaping long-term capacity development at the national level in the prevention of and response to violence against women.
  • Provision of technical inputs in developing communication strategies and content and advocacy materials on ending violence against women through active dissemination of WHO guidelines and tools and through training activities
  • Provision of inputs and collaboration with other units to ensure close links with health emergencies and sexual reproductive health and rights (SRHR) programmes and promote multisectoral collaboration and partnership with other organizations working in the area of gender-based violence, including violence against children and adolescents.
  • Provision of technical inputs in development of proposals for resource mobilization at regional / country level; cutting across other programme areas towards ending violence against women

3.Healthy Ageing

  • Provide technical support to the WHO country offices and national authorities in the implementation and follow-up of action points addressed in the Yogyakarta Declaration on Ageing and Health document on the progress made so far in the SEA Region;
  • Technical assistance in developing/adaptation of guidelines, tools and training materials on long-term care, palliative care and maternal for facility and home-based care of older persons; dissemination of tools and guidelines and capacity building through training activities
  • Take initiative in suggesting steps to increase awareness about prevention and health promotion for healthy ageing and assist in the preparation of advocacy materials adapted for country-specific needs
  • Provide technical inputs in development of proposals for resource mobilization at regional/country level; collaborate within SEARO with relevant departments and partners outside WHO.

The World Health Organization (WHO) Regional Office for South-East Asia (SEARO) provides ongoing technical support to countries to improve mainstream gender, equity and human rights, and rigorously support countries on prevention of sexual exploitation, abuse and harassment. The SEARO continued to collaborate with the Member States and partners to set the roadmap to accelerate the progress by providing technical assistance and strategic support on particular concerns for women’s health, aging population, and victims of sexual exploitation and abuse. Coordination between stakeholders across the WHO and the UN system are important to address the issues and implementing policies and plans.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

Band A, B & C: University degree in health sciences, public health or community medicine, social sciences, gender or women’s studies or relevant fields from a recognized university.

Band B & C: Master’s-level university degree in public health or community health or medical sciences, gender or women’s studies, as relevant, from a recognized university.

Desirable: Training in relevant field

Experience

Essential:

At least 5 to 10 years of experience in relevant area gender, equity and human rights mainstreaming; violence against women; geriatrics and healthy ageing), including in a developing country context, as per the below grades:

Pay Band A -: At least five years of experience in the area of specialization, some of which is at the international level

Pay Band B -: At least seven years of experience in the area of specialization, some of which is at the international level

Pay Band C -: At least 10 years of experience in the area of specialization, including considerable experience obtained in

the international context

Desirable:

  • Experience of implementing/monitoring of programmes at the national leve
  • Experience in a developing country, especially in the Region
  • Experience in analyzing data and producing relevant reports with time-bound recommendations

Skills/Knowledge:

  • Sound knowledge of principles of public health and health systems, gender, equity and human rights mainstreaming/ tackling violence against women
  • programme in public health settings.
  • Knowledge of proposal development, analysis, programme planning, monitoring and evaluation
  • Demonstrated ability in establishment of networking with developmental partners
  • Excellent communication and presentation skills

Location

On site: FGL Department, SEARO, New Delhi, and Multiple duty stations in SEAR countries.

Travel

New Delhi, India, and regional countries depend on the consultancy

Remuneration and budget:

1.Remuneration: USD 3,955 – 12,500 per month

2.A living expense is payable to on-site consultants who are internationally recruited): Per diem as applicable to the location for the Region will be applied

3.Expected duration of contract: two weeks to 24 months (July 2022-June 2025.)
