Purpose of consultancy

This consultancy is expected to develop tools and guidelines to enhance partnership engagement of the WHO Information Network for Epidemics (EPI-WIN) team’s and strengthen partnership with global networks including faith, health in the world of work and youth.

Background

The Department of Epidemic and Pandemic Preparedness and Prevention (EPP) advances global efforts to prevent and control existing and emerging infectious diseases by increasing access to evidence-based interventions; fostering impactful innovation; and leveraging technical, operational and strategic partnerships. In addition, EPP develops global mechanisms to facilitate coordination and collaboration between countries and multi-sectoral partners for catastrophic events of natural, accidental or deliberate origin. The department is committed to delivering GPW13 Outcome 2.2 Epidemics and pandemics prevented, through: Delivering risk assessment, technical guidance, interventions and control strategies for country impact; Promoting innovation and adoption of new technologies; Aligning and coordinating international action through trusted partnership; Ensuring vulnerable populations have access to life-saving interventions and supplies. During the COVID-19 pandemic, the World Health Organization established several large global networks across a diversity of sectors, including religious leaders and faith-based organizations; employers and workers; and young people. The WHO Information Network for Epidemics (EPI-WIN) as the networks are collectively named serve to ensure that individuals and organizations everywhere have timely access to the right information in order to make decisions to protect their health and the health of their communities during high impact public health events. To do this, EPI-WIN establishes trusted relationships with community leaders and decision-makers and then convenes, shares information, facilitates collaboration, listens to feedback and co-develops guidance.

Deliverables

The expected deliverables of this engagement are the following, but not limited to:
Task 1: Facilitate the extensive activities and operations of the EPI-WIN networks through administrative, logistic, coordination, writing and work planning activities including:

  • Deliverable 1.1: Manage administration of relevant EPI-WIN networks including development of TORs, monitoring of participation, tracking network applications and briefing of new network members;
  • Deliverable 1.2: Set up network calls and take notes;
  • Deliverable 1.3: Work with WHO team to develop and update the EPI-WIN workplan and individual network workplans, including in consultation with network members as needed;
  • Deliverable 1.4: Contribute to the planning of stakeholder interactions, collate, and translate feedback into recommendations and actions;
  • Deliverable 1.5: Coordinate and manage Network events and activities, including documentation.

Task 2: Provide technical input, including developing presentations, WHO information products, and external communications:

  • Deliverable 2.1: Manage the network webpages, maintaining up-to-date information and resources;
  • Deliverable 2.2: Develop (and present if required) internal and external presentations that document WHO EPI-WIN activities and objectives;
  • Deliverable 2.3: Write, design and finalize information products and graphics, including coordinating with designers;
  • Deliverable 2.4: Write and publish departmental news articles, web stories, external communications, and other related products to document and promote EPI-WIN;
  • Deliverable 2.5: Facilitate technical clearance and finalization of WHO information products.

Task 3: To facilitate coordination and collaboration between countries and multi-sectoral partners for catastrophic events of natural, accidental or deliberate origin

  • Deliverable 3.1: Ensure EPI-WIN work is aligned with the broader EPP Department mandate, including defining and documenting the future vision of EPI-WIN and collaboration and fostering synergies with other teams;
  • Deliverable 3.2: Contribute to the documentation and production of EPP information products.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

First level University degree in public health, international development, global studies or a related field.

Desirable:

Post-graduate degree in public health, international development, global studies or a related field.

Experience

Essential:

  • At least five years relevant experience in supporting public health projects at international level including experience in health emergency preparedness and response.
  • Demonstrated professional experience working with diverse stakeholders at a global level.

Desirable:

Experience with UN or other international or multinational organizations

Skills/Knowledge:

  • Demonstrated ability to manage complex, multi-stakeholder projects.
  • Ability working in community engagement during health emergencies.
  • Demonstrated ability to act independently, exercise sound judgment and take initiative.
  • Excellent organizational, communication and analytical skills.
  • Excellent interpersonal skills, tact, diplomacy and discretion.
  • Ability to work under pressure.

Languages required:

Essential:

Expert knowledge of English.

Desirable:

Intermediate knowledge of French or another UN language.

Location

Off site: Home based.

Travel

Travel may be required to attend meetings at WHO HQ.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band Level B - USD 7,000 – 9,980 per month
