  1. Purpose of consultancy


The purpose of this consultation is to support the development of a Priority Benefits Package in the UHC Framework (UHC-PBP) in Jordan.

  1. Background

Health Benefits Packages (HBPs) are commonly used to set out what should be included in a publicly financed package of health care interventions to make progress toward the Sustainable Development Goal target 3.8 of Universal Health Coverage (UHC) in low-income and middle-income countries. Health Benefits Packages have not only a technical dimension but a political one as well. Thankfully, health stakeholders in Jordan are increasingly recognizing that developing the PBP is necessary to progress toward UHC.

In Jordan, mapping activities with WHO Country Office in Jordan support helped to identify health interventions and compare them to those identified priorities in the WHO/Eastern Mediterranean Regional Office (WHO/EMRO) package. In addition, political commitments supported by multi-sector involvement in the development of the UHC-PBP were observed. Initiatives are already ongoing to complete the mapping and estimate costs, as well as perform a fiscal space analysis. The fact that a benefits package is legitimate and well-designed is not enough to ensure successful implementation. Jordan's government needs to understand the obstacles and the strategic direction to ensure the overall package's feasibility and affordability. Such sector-wide analyses are a time-consuming, data-intensive, and agreement process. A comprehensive approach is required to evaluate obstacles and success factors that could be related to the institutional capability, stakeholders' involvement, financial resources, and access conditions for the PBP implementation. An international consultant will review and manage relevant components and support endorsement and implementation of the PBP, working with the country multisector committee and closely liaising with other technical advisors at UN agencies and donors.


Upon Ministry of Health’s request, WHO Country Office in Jordan (WCO) is supporting the development of the PBP. The mission of the consultant is to work cooperatively with the multisector committee and WCO in identifying and resolving issues to ensure endorsement of the UHC-PBP.

  1. Work to be performed

Output1: Provide a comprehensive approach to address the challenges and identify success factors for UHC-PBP, working with the country multisector committee, UN agencies, and donors.

Deliverable 1.1 Submit A report describing the strengths, weaknesses, opportunities, and threats for UHC-PBP development and content, and suggesting strategies to overcome them.

Deliverable 1.2 develop A report describing the strengths, weaknesses, opportunities, and threats for UHC-PBP implementation, and suggesting strategies to overcome those.

Output 2: Conduct a stakeholders analysis and develop a stakeholder’s engagement for UHC-PBP implementation and development.

Deliverable 2.1. Develop a stakeholders analysis and engagement plan.

Deliverable 2.2. Deliver stakeholders engagements’ approaches.

Output 3: Develop a comprehensive final PBP-UHC for Jordan

Deliverable 3.1. Conduct a technical discussion with national senior policymakers for the whole package in terms of financing and delivery.

Deliverable 3.2. Develop PBP-UHC with the description of health interventions and next steps for implementation.

  1. Qualifications, experience, skills and languages

Educational Qualifications:

Minimum first university degree for lower end of range, Master’s degree for mid and high end of range in public health with essential knowledge of health economics and financing.

Experience:

5 to 10 years’ experience working in health economy and financing, priority benefits package

Skills/Technical skills and knowledge:

Knowledge of Jordan’s health system

Familiarity with the health system governance, health insurance, delivery, and financing

Expertise in costing and fiscal space analysis studies along with:

    • Strong interpersonal, communication, and diplomatic skills, ability to work in a team
    • Good writing and reporting skills.
    • Ability to work under pressure and stressful situations to meet tight deadlines.
    • Knowledge of the Government of Jordan and UN systems and processes is an advantage.

Languages and level required:

Proficiency in English and Arabic is required.

The selected Consultant will be expected to provide a medical certificate of fitness for work.

The Consultant is expected to travel to Jordan.
